About this file

This is a Request for Statement of Qualifications (RFSQ) issued by Timpanogos School District, a new school district being formed from the division of Alpine School District in Utah, seeking qualified insurance brokerage firms to provide employee benefits consulting and brokerage services. The District requests comprehensive insurance broker assistance with planning, developing, designing, consulting, negotiating, and monitoring employee benefit programs on an as-needed basis. Timpanogos School District anticipates approximately 2,500 insurance-eligible employees upon its July 1, 2027 launch, transitioning from Alpine School District's existing partially self-funded group health and welfare benefit programs. The RFSQ submission deadline is 2:00 PM on November 3, 2026 MST, with responses required through the electronic solicitation portal (EUNA, Bonfire, and/or Utah Public Procurement Place). The initial contract term is one year, with automatic renewal for up to four additional one-year terms subject to satisfactory performance and available funding; following the initial five-year period, the District may elect one additional five-year renewal term at its discretion. No mandatory site visits, bidders conferences, or award dates are specified in the solicitation.

The RFSQ explicitly states that no fees should be submitted with qualifications; compensation will be negotiated following evaluation and ranking of submissions, with fair and reasonable fees to be determined during direct negotiations with the highest-ranked firm. The District reserves the right to reject all submissions or cancel the solicitation if fewer than three responsive firms meet mandatory requirements. Qualified firms must hold current Utah insurance broker licensing, maintain professional liability and errors and omissions insurance with a minimum $1,000,000 annual aggregate limit, have at least five years of experience providing brokerage services to public-sector employers with 2,500 or more employees, and be independent and unaffiliated with insurance companies or third-party administrators. Responses are limited to 25 pages (excluding cover page, table of contents, licenses, and insurance evidence) and must address firm profile and qualifications, proposed team qualifications, approach to scope of work, past performance with at least five references including two public-sector or school district clients, current licensing and insurance documentation, debarment certifications, and any other relevant qualifications. The evaluation committee will score submissions on a 1,000-point scale based on firm qualifications and experience, proposed team strength and qualifications, approach to scope of work, past performance and references, and experience providing required services, with the District potentially conducting interviews or presentations at its discretion.
