About this file
This document is a Terms and Conditions document for Information for Vendors from the Parkway School District Purchasing Department. The district posts and receives bid responses through an online bidding portal (Parkway School District Bonfire Portal), where vendors must register to participate in competitive procurement opportunities. Vendors are instructed to submit bids exclusively through this portal, with sealed bids due by a specified date and time. The initial contract term is one (1) year, with the district reserving the right to extend the agreement for an additional one (1) month under the same terms and conditions. The district will conduct bid openings, which may be virtual via Google Meet due to COVID-19 restrictions, and vendors are required to follow specific submission guidelines.
The district's bid award policy focuses on selecting the "lowest and best" bid, considering factors such as how well items meet specifications, the vendor's ability to supply required items, commitment to maintaining sufficient inventory, prior experience with the district, and the company's financial strength. Vendors are required to provide references, potentially disclose subcontractors, and submit warranty information. The district emphasizes domestic product procurement, giving preference to products manufactured in the United States and specifically within Missouri when quality, price, and delivery are comparable. Additional requirements include compliance with federal work authorization programs, OSHA safety training, and non-discrimination policies. The district reserves multiple rights throughout the bidding and contract process, including rejecting any bid, waiving technicalities, and terminating agreements with proper notice.
