Kennedy International Airport, Newark Liberty International Airport, LaGuardia Airport, and New York Stewart International Airport. The RFP seeks a Transportation Security Administration (TSA) certified DAC service provider to receive and process federally-required background checks and vetting, including Criminal History Record Checks (CHRC), Security Threat Assessments (STA), FBI Rap Back, and Customs and Border Protection (CBP) E-Badge Program for airport workers. The contract will have a three-year base term with up to three two-year option periods, and a potential 180-day extension period. A pre-proposal meeting is scheduled for July 31, 2025, with proposals due on August 20, 2025 by 2:00 PM Eastern Time.
The RFP includes specific requirements for the DAC services, such as real-time data exchange, returning government agency responses within one business day, and submitting biographical and biometric data within six hours of receipt. The Port Authority has established MBE/WBE/SDVOB participation goals, requiring 20% for MBEs, 10% for WBEs, and 3% for SDVOBs. Proposers must demonstrate financial capability, provide references from at least ten existing DAC contracts (with three being Category X Airports), and maintain the official Authority to Operate (ATO) from the TSA. The evaluation will consider technical approach, management experience, and cost, with an emphasis on the ability to provide flexible, compliant, and secure services across the airport network.
