About this file
This is a Request for Proposal (RFP) issued by the Port Authority of New York and New Jersey for expert professional structural design services to be performed on a task order basis during a four-year term. The RFP solicits proposals for structural engineering services across four primary subsets: Bridges, Buildings, Tunnels, and Waterfront. Interested firms must submit electronic proposals via the Bonfire platform by December 11, 2023, at 2:00 PM Eastern Time. The Port Authority intends to potentially retain multiple firms for task order assignments, with each firm required to demonstrate specific qualifications including professional licenses, years of experience, and proven project histories in their respective structural design subset.
The RFP includes comprehensive diversity and participation goals, specifically targeting 20% Minority Business Enterprise (MBE), 10% Women-owned Business Enterprise (WBE), and 3% Service-disabled Veteran-owned Business Enterprise (SDVOB) participation. Compensation will be based on multipliers applied to actual salaries, with potential for lump sum task order compensation. Firms must provide detailed staff qualifications, project experiences, and meet stringent requirements such as having multiple licensed structural engineers with extensive experience in bridge, building, tunnel, or waterfront design. The contract will allow the Port Authority to issue task orders for various structural design and engineering services, with firms being selected based on technical qualifications and cost considerations, ensuring fair and competitive task order distribution throughout the four-year agreement term.
