Statement of Need and Background Information

1.0 Purpose

Tacoma Public Schools (TPS) is soliciting proposals from qualified firms to provide comprehensive, district wide facility asset inventory services. The purpose of this RFP is to obtain accurate, photo verified, and location mapped asset data across all TPS instructional and non-instructional facilities to support facilities planning, maintenance, capital planning, and lifecycle management.

The selected vendor will conduct an onsite survey of major facility assets across approximately 5,000,000 interior square feet of TPS buildings and deliver a complete, standardized asset dataset compatible with TPS systems.

1.1 Statement of Need

Tacoma Public Schools (TPS) requires a comprehensive, accurate, and standardized inventory of facility assets across all instructional and non-instructional buildings to effectively support operations, maintenance, capital planning, and long-term stewardship of district resources. The District encompasses approximately 5,000,000 square feet of facilities with diverse mechanical, electrical, plumbing, architectural, technology, life-safety, and FF&E systems distributed across numerous active school sites.

At present, asset information is incomplete, inconsistently documented, or not uniformly mapped to floor plans, limiting the District’s ability to make data-driven decisions related to maintenance prioritization, lifecycle replacement, budgeting, and capital improvement planning. A district-wide, photo-verified asset inventory is necessary to establish a reliable baseline dataset that aligns asset locations, attributes, and documentation within the District’s facilities and work order systems.

TPS seeks a qualified vendor with demonstrated experience in K-12 or public-sector environments to conduct an onsite inventory that minimizes disruption to school operations while ensuring accuracy, consistency, and completeness. The resulting asset database will serve as a foundational tool to improve operational efficiency, enhance planning and reporting capabilities, support compliance and safety efforts, and enable consistent data capture for future construction and facility modifications.

1.2 District Background

RFP Terms and Conditions

3.1. Addenda

Should the District consider it necessary to revise any part of this RFP, an addendum will be made available to all interested parties by updates to the RFP on Bonfire web site. All official clarifications or interpretations of the proposal documents will be by written addenda and will also be posted on the District’s web site. Clarification given in any other form will be informal and unofficial.

It is the Bidder’s responsibility to ascertain prior to submitting the Bid that the Bidder has received all Addenda issued and shall acknowledge their receipt in the space provided on the bottom of the Signature Form (Attachment B).

This is required to be completed in Bonfire to be considered a responsive bidder. The person signing the form must be a person in your company with the authority to bind your company to its proposal.

3.2. Awards

The successful vendor(s) will be notified by the Purchasing Office following purchase approval by Tacoma School District No. 10. The District reserves the right to reject any and all proposals, to waive any and all informalities and the right to disregard all non-conforming, non-responsive, or conditional responses and to negotiate any prices or services offered by the Contractor.

The District may conduct such investigations as it deems necessary to assist in the evaluation of any proposal and to establish the qualifications, and financial ability of the vendor to supply materials and/or services to the District's satisfaction within the prescribed time.

The District may with the consent of the Vendor increase or decrease quantities as well as add new items at periods during the contract which are advantageous to both parties.

The District reserves the right to reject the proposal of any vendor which does not pass any such evaluation to the District's satisfaction. If the contract is to be awarded, the District anticipates that it will give the successful vendor (the Contractor) a Notice of Award within ninety (90) days after the Proposal Due Date.

All vendor proposals that have passed the initial forms compliance review shall be evaluated in accordance with the evaluation criteria set forth in this RFP document

(reference Section 4, RFP Proposals Evaluation Criteria). Any post-proposal discussions, interviews, demonstrations, and contract award will be based upon the District having completed the evaluation process and scoring each proposal using only the evaluation criteria published in this RFP document (Section 4, RFP Proposals Evaluation Criteria).

3.3. CONTRACT DURATION

The subsequent contract will be for the time period of March 2026 to August 31, 2026.

The cost will remain firm through the initial contract term and will include all charges that may be incurred in fulfilling the requirements of this initial contract.

3.4. Contractual Terms

If selected by the District to provide the services, equipment and features in this RFP, the

District and the apparent successful proposer will enter into a contract for the services, equipment and features determined to be provided by the proposer, incorporating the services, equipment and features, the proposer’s responses to this RFP and the District standard contract terms and conditions. Proposers must review these standard terms by going to the District web site at:

https://www.tacomaschools.org/purchasing/Pages/default.aspx Link provides the standard terms and conditions, which are included with the District’s contract template on this page. Proposers who object to any of these standard terms and conditions must upload a document titled “Proposer Objection to District Standard Terms and

Conditions” with their submittal in Bonfire that clearly specifies the objectionable items.

This document must include a rationale for the objections and proposed alternative language. Any objections noted will be subject to negotiation with the apparently successful proposer and subsequent approval by the District’s General Counsel. If the

District is unable to agree on contractual terms and conditions with the apparent successful proposer, the District may, at its discretion, enter into negotiations with the next top scoring proposer.

3.5. Format of RFP

Due to the internal purchasing policies of Tacoma School District, this RFP is created to determine the best Facility Asset Inventory service provider for the District. To this end, the District requires all vendors to use the forms provided within the RFP to furnish information for evaluation. This may not be the format that is usual for proposer or company; however, it is a requirement of this RFP process.

3.6. Tacoma School District No. 10 Not Responsible for Preparation Costs

Costs incurred by a vendor in preparation of its proposal, including any travel and personal expenses, may not be charged as an expense of performing the contract awarded as a result of the vendor’s submission of a proposal to the RFP. The District shall not pay for costs incurred for proposal or contract preparation as a result of termination of this RFP or termination of the contract resulting from this RFP.

3.7. Disclosure of Proposal Contents

All proposals and other material submitted become the property of the District and may be returned only at the District's option. The District reserves the right to use any ideas https://www.tacomaschools.org/purchasing/Pages/default.aspx presented in response to the RFP. The District is a public entity covered by the Washington

Public Records Act, Chapter 42.17 RCW, and will release records submitted to it in compliance with this Act.

3.8. Minority Owned and Women Owned Business Enterprises

The District encourages the participation of minority owned and women owned business enterprises in this proposal.

3.9. Prevailing Wages; Public Works/Small Works Projects

This project does not fall under the prevailing wage requirements. The successful proposer will not be required to submit prevailing wage documentation to the District.

3.10. Questions Received Prior to Opening of Proposals

All questions must be submitted electronically through www.Bonfire.com using the questions tab on the Bonfire bid page. There are generally two types of questions. One involves directing the questioner to the specific section of the RFP where the answer may be found. The second type of question involves clarifying or interpreting parts of the RFP.

Response to the second type of question will be provided to all potential vendors by written addendum posted on the Bonfire web site by no later than one (1) day prior to the due date.

3.11. Required Review

Proposers shall carefully review this solicitation for defects and questionable or objectionable material. Comments concerning any defect, and/or questionable or objectionable material must be made in writing and received by the Purchasing Director at least ten (10) business days prior to the deadline for receipt of proposals. This will allow for issuance of any necessary amendments/addendums. It will also help prevent the opening of a defective solicitation and exposure of vendors’ proposals upon which award could not be made. Protests based upon any omission, error, or the content of the solicitation will be disallowed if not made in writing to the Purchasing Director at least ten

(10) business days prior to the deadline for receipt of proposals.

3.12. Billing

Payment will be made from vendor's original invoices. Purchase order number(s) must appear on the invoice(s) along with the employee’s name. Itemization must show quantity, unit, name of article or description, price and total. Payment will not be authorized until equipment and installation, or services have been accepted by the District.

3.13 Licenses

The successful Contractor(s) shall have and maintain a valid and appropriate business license (if applicable), meet all local, state, and federal codes, and have current all required local, state, and federal licenses.

3.14. Appeals

http://www.bonfire.com/

Firms who wish to appeal a disqualification of proposal or the award of contract may submit the appeal in writing to the District Office within seven (7) calendar days of the postmark on the Notice of Award or disqualification.

Appeals should be sent to the following address:

Cheri Estrada, Director of Purchasing

RFP26009C Appeal

Tacoma Public Schools

3321 South Union Ave.

The appeal must describe the RFP and specific citation of law, rule or regulation upon which the protest is based. Include any and all supporting documentation. Neither the judgment used in the scoring by individual evaluators nor disagreement with the procurement process shall constitute grounds for appeal. The District will not consider any protest based on items that could have been or should have been raised prior to the deadline for submitting questions or requesting addenda. The filing of a protest shall not prevent the

District from executing a contract with any other firm.

3.15 Protests

Proposers who want to protest an award decision will have five (5) business days following the announcement of the apparently successful proposer in which to file a protest (based on postmark date).

Protests should be sent to the following address:

Cheri Estrada, Director of Purchasing

RFP26009C Protest

Tacoma Public Schools

3321 South Union Ave.

Requirements. The written protest must include a detailed statement of legal and factual grounds for the protest, including a description of the resulting prejudice to the protestor.

The subjective evaluation decisions of the District Evaluation Team are not subject to protest. The protest must be timely, and the protestor must be an interested party. Failure to comply with these requirements may be grounds for dismissal of the protest.

The Director of Purchasing will respond in writing to any protests within five (5) business days after receipt.

3.16. Documentation

A. If documentation is required by Section 2.0, Attachments, in order to support answers to the written submittal, it must accompany the response, via upload to

Bonfire. All documentation supporting answers to response elements must be cross-referenced to a particular element within the Attachment Questions. Do not reference pre-printed, glossy, sales brochures or pre-printed documents as the source of reference for the documentation.

B. The District reserves the right to check vendor references with additional customers not listed as a reference by the Proposer in Attachment C and use these additional references in the evaluation process.

Section 4

Evaluation Criteria and Scoring

4.0. Scoring Criteria

An award, if any, will be made to the most responsive and responsible proposer(s) whose proposal is judged by the District to best fulfill the District’s requirements, as described in this RFP document. The District will consider and rate the experience in providing successful projects of similar scope and nature in a regional setting and with K-12 educational institutions similar to Tacoma School District. All valid vendor proposals will be evaluated according to the following weighted methodology:

4.1. Evaluation and Oral Interviews

A District evaluation team will judge written submissions against these criteria. The evaluation team may, but need not, invite supplementation of the written submissions via oral interviews with the top-rated vendor or vendors. In this event, the oral interviews will have an additional point rating. These interviews will be conducted in order to discuss the proposals submitted and to evaluate company expertise, qualifications, operations, and services deemed by Tacoma School District to be in its best interests.
