About this file

This is a pricing sheet template for Request for Proposals (RFP) #NG2610 issued by the Community College System of Illinois (CCC) to procure a PeopleSoft AWS Managed Services Provider. The RFP seeks a qualified service provider to deliver comprehensive managed services for CCC's PeopleSoft environment, including managed hosting and AWS infrastructure management, PeopleSoft application operations and support across HCM, FSCM, Campus Solutions, and Interaction Hub modules, Oracle Database administration, DevSecOps-integrated security operations, identity and access management configuration, AWS Direct Connect and VPN management, API development and maintenance, ServiceNow-based incident and change management, platform maintenance and patching, and operational reporting with SLA measurement. Proposals are due no later than Monday, November 2, 2026 by noon (CT). The contract term consists of three base years with two optional renewal years (Years 4 and 5).

Proposers must submit fully loaded monthly and annual base managed services fees covering all in-scope services, as well as hourly rate schedules for enhancement and project services across eight role categories (PeopleSoft Functional Analyst, PeopleSoft Technical Developer, Oracle DBA, AWS Infrastructure Engineer, Integration/API Developer, Security/DevSecOps Engineer, Project Manager, and QA/Test Engineer), with rates differentiated by seniority level (Junior, Mid-Level, Senior, and Principal/Architect). Proposers must also identify role availability by geographic location (on-shore, near-shore, or off-shore) with corresponding rate variations. All pricing must be inclusive of labor, overhead, tools, licenses, travel, and all costs associated with service delivery. AWS infrastructure costs are the responsibility of the MSP and must be included in the base fee, as must all MSP tooling costs for AWS monitoring and management. Proposers may optionally identify supplemental services available for purchase, such as additional non-production environment support, disaster recovery testing, security assessments, PeopleTools upgrades, net-new integration development, and Oracle Cloud Infrastructure transition services.
