1. PROJECT INTRODUCTION AND OVERVIEW

1.1 PURPOSE OF REQUEST FOR PROPOSAL

The purpose of this Request for Proposal (RFP) is to solicit proposals, through a competitive process, for the supply, removal, and installation of 38 large roll-up doors at the Eastern Municipal Water District (EMWD) Headquarters.

Following receipt of proposals, EMWD may, at its discretion, elect to shortlist to a select few to participate in the interview stage of the selection process. It is the intent of EMWD to receive responses to the RFP and, if appropriate, conduct individual interviews in order to select a Company which, in the opinion of EMWD, is the best suited to perform the work.

The purpose of this RFP, therefore, is to provide EMWD with the information necessary in order to select the most advantageous Proposer.

The terms and conditions contained herein constitute the full and complete understanding of the parties. However, should your firm request additional contractual terms and conditions for consideration, such requests must be clearly identified on the Additions, Deletions and/or Exceptions Exhibit and submitted at the time of proposal submission. No additional terms and conditions will be accepted following receipt of proposals, and EMWD will consider such additional contractual terms and conditions as part of its evaluation process.

2. SCOPE OF WORK

2.1 BACKGROUND

EMWD headquarters has 38 large roll-up doors which range in size and provide access to various buildings throughout the site. Originally installed during the headquarters' construction in the 1990s, the roll-up doors have now reached the end of their useful life and require replacement. Upgrading the doors will enhance protection against extreme weather and improve sound dampening across the facility.

2.2 PROJECT SCHEDULE

Work shall take place during business hours, Monday through Friday 7:00 am to 4:00 pm.

Work outside of business hours shall be approved by and coordinated with District staff.

Contractor shall work with the District to develop a project schedule which allows for minimal operational disruptions prior to work.

2.3 TECHNICAL/SPECIFICATIONS

Contractor shall be responsible for the removal and legal disposal of existing doors including the electric hoist operator, and the fabrication and installation of replacement doors with electric hoist operator.

Contractor shall provide insulated roll up doors with the minimum insulation factors:

• R-Factor = 5.4

• U-Factor = 0.185

The table below lists the door sizes with their required quantities. Contractor shall provide all hardware and materials to install.

Door Size Quantity Requested

8’ x 9’ 2

8’ x 10’ 1

12’ x 12’ 10

12’ x 16’ 12

16’ x 16’ 12

24’ x 16’ 1

One 16’ x 16’ roll up door will require a pass door to be installed to allow doorway access when the roll up door is both open and closed.

EMWD may elect to proceed with replacing less than the quantity of doors listed in the solicitation.

2.4 EQUIPMENT SPECIFICATION

The District is requesting Provene Doors, Therm-Master Steel Back Insulated Door Model, 600 with upgraded electric Hoist Operator. Door color must match the exterior doors, and

RFP #3843 6

vendor must submit a color palette for District review and approval. See Attachment C Product Spec Sheet for additional information.

2.5 EQUAL SUBSTITUTION

Products of manufacturers listed above listed as equal to those specified must submit spec sheets of equal product for review and approved by the District.

2.6 SAFETY REQUIREMENTS

The Contractor must provide and maintain, at the project site, readily accessible training certificates for all staff assigned to the project. This project will require work to be performed at elevated heights. EMWD requires that all contractor staff be fully trained and knowledgeable in fall protection requirements. All necessary safety measures and fall protection equipment must be in place prior to the commencement of any work on the project site.

Contractor shall provide and maintain any/all signage, barricades, and/or caution tape necessary to maintain a safe working environment for contractor and EMWD staff.

Contractor shall notify the appropriate EMWD site staff that are on site about which buildings they will be working on.

2.7 PROJECT CONSTRAINTS

EMWD headquarters is an active location with approximately 300 staff. The Contractor shall develop and implement a project approach that minimizes disruption to staff located at District Headquarters. The Contractor will be fully responsible for coordinating all work activities in a manner that limits any impact on District operations and personnel.

Contractor on-site working hours shall be limited to 7:00 a.m. to 5:00 p.m., Monday through Friday. Any work proposed outside of these hours, including weekends or District-recognized holidays, must receive prior written approval from the District.

At the end of each working day, the roll-up doors need to be returned to operating condition, and no opening shall be allowed to be kept open overnight.

2.8 DELIVERABLES

Contractor must deliver to the District the signed structural calculations showing the proposed door connection to the existing building prior to installation.

2.9 ACCEPTANCE CRITERIA AND TESTING PERIOD EXAMPLES

The District will test each door after installation to confirm the following:

• Does the roll up door hoist operator open and close the door as required?

• Does the roll up door fully open and tightly close?

• Do the control buttons on the operator perform as expected?

• Can the roll up door be stopped at any position and remain stable?

• Does the roll up door open and close smoothly?

RFP #3843 7

The District will inspect each roll up door installation to confirm the connection to the existing building matches the provided calculations per the manufacturer and District requirements. Any defects or discrepancies will need to be addressed by the contractor before the District will accept the roll up door installation.

2.10 TRAINING

Contractor shall provide a single training opportunity with EMWD staff on the proper operation and maintenance of the installed roll up doors. This training will need to be coordinated with District staff to ensure all parties that need the training are in attendance.

2.11 DISTRICT RESPONSIBILITIES

EMWD will provide the Contractor with Attachment A – Structural As-Built Drawings and Attachment B – Structural Review of Existing Buildings. This documentation, prepared by a structural engineer, confirms that the existing pre-cast concrete panels are suitable for the installation of the proposed roll-up doors.

EMWD will be responsible for performing all Lockout/Tagout (LOTO) procedures on electrical equipment necessary for the removal and replacement of the roll-up doors. The Contractor shall provide individual locks for each staff member working on the locked-out equipment. These locks must be added to the District’s lockout box in accordance with EMWD’s safety protocols.

The Contractor is required to coordinate all work with the District to ensure that the appropriate LOTO procedures are completed on the equipment scheduled for replacement.

A minimum of 72 hours’ advance notice is required for all LOTO requests. The District will not be held responsible for any project delays resulting from the Contractor’s failure to provide timely notice for required LOTO operations.

2.12 REPORTING PROCEDURES

Contractor must provide weekly updates to Matt Peacock at peacockm@emwd.org during fabrication of the roll-up doors to keep the EMWD up to date regarding the fabrication and delivery schedule.

Once the roll up doors have been delivered to EMWD headquarters, Contractor will be required to provide weekly installation updates to the EMWD project manager. The installation update will describe the size, location, and number of roll up doors scheduled to be replaced that week, the doors that were recently replaced the previous week, and the future doors scheduled for replacement the following week. The reporting procedure will ensure that all the required coordination and LOTO has been completed prior to the contractor mobilizing to work on the next roll up door.

2.13 SUBMITTALS

Shop drawing submittals shall be provided for each proposed door, and include door specifications, connection and anchor details, and supporting calculations for attachment to the existing pre-cast wall panels. All structural details and calculations, including those mailto:peacockm@emwd.org

RFP #3843 8

for anchors and any proposed modifications to the existing building components, must be signed and sealed by a professional engineer licensed in the state of California and delivered to the District within six (6) weeks of issue of award and sent to Matt Peacock peacockm@emwd.org.

Contractor shall provide a fabrication schedule detailing the fabrication duration and when the roll up doors will be ready for shipment and installation.

An installation schedule is also required to be submitted with an estimated project duration stated for the entire project.

2.14 FINAL REQUIREMENTS BEFORE SIGN OFF

The District will check the submitted seismic calculations to verify the size of the bolt and connection information is accurate as installed. If the seismic calculations and installation procedure followed by the manufacturer exceed the District requirements, then the District will sign off and approve the installed roll up doors.
