About this file

This document is a Hazardous Materials Renovation Survey prepared by Atlas Technical Consultants LLC for the Eastern Municipal Water District (EMWD) located at 2270 Trumble Road in Perris, California. The survey was conducted on May 23, 2024, and covered 40 rollup doors and 62 walk-through doors across Buildings C, D, E, and F. The purpose of the inspection was to comply with US EPA NESHAP, SCAQMD, and California Code of Regulations requirements to determine the presence of asbestos-containing materials (ACM), lead-based paints (LBP), and CAM 17 metals that might be impacted during an upcoming prepping and painting project.

The survey involved collecting and analyzing eight paint samples from various doors across the buildings. Laboratory testing by LA Testing revealed no asbestos presence in any samples. For CAM 17 metals, the results showed that while most metals were below health hazard screening levels, chromium was detected above the guidance limit in seven of eight samples. Antimony, barium, cobalt, copper, lead, molybdenum, and zinc were detected but remained below the health hazard screening limits. The findings indicate that special considerations may be needed during the renovation project, particularly regarding chromium levels, and that lead-related construction work practices in accordance with Cal/OSHA regulations will be required.

1.1 Summary

The United States Environmental Protection Agency, National Emission Standards for Hazardous Air

Pollutants (US EPA NESHAP), 40 Code of Federal Regulations (CFR) Part 61 - Nov. 20, 1990 and the South Coast Air Quality Management District (SCAQMD) requires an owner or operator of a demolition or renovation project to thoroughly inspect the affected facility or part of the facility where the demolition or renovation operation will occur for the presence of asbestos-containing materials

(ACM) prior to the commencement of that project.

This inspection report was requested by Mr. Frank Lourenco, with Eastern Municipal Water District

(EMWD).

The purpose of the inspection was to comply with US EPA NESHAP, SCAQMD, and California Code of Regulations (CCR) Title 8, Section 1532.1 Lead in Construction requirements to determine if ACM, asbestos-containing construction materials (ACCM), lead based paints (LBP), lead containing paints

(LCP) and CAM 17 metals are present which may be impacted during the upcoming prepping and painting project of 40 rollup doors and 62 walk through doors located at Buildings C, D, E and F located at 2270 Trumble Road Perris, California herein referred to as the (Site).

This is a summary of the report. The report must be read in its entirety, and the reader must review all the detailed information provided in the body of the report prior to making any interpretations, or conclusions pertaining to the information. Any conclusions made by the reader about the information provided in the body of this report, which are contradictory or not included in this report, are the responsibility of the reader.

On May 23, 2024, Atlas Technical Consultants LLC (Atlas) conducted an inspection of the Site. The

Site is EMWD’s Main Office, Operations and Maintenance Center, the buildings are approximately

1990’s era construction and were occupied at the time of the inspection.

1.2 Introduction

The survey was conducted in accordance with Atlas’ proposal for a hazardous materials inspection of the Site. This report presents results of a hazardous materials inspection of the site performed by

Atlas.

The inspection was conducted by Mr. Max Quezada and Mr. Abraham Torres on May, 23 2024. Mr

Quezada is a California Division of Occupational Safety and Health (DOSH) Certified Asbestos

Consultant (CAC) and a California Department of Public Health Lead Inspector Assessor (CDPH LIA).

Mr. Torres is a DOSH Certified Site Surveillance Technician (CSST) and CDPH Lead Sampling

Technicians (LST).

The purpose of this inspection was to sample paints located on the 40 rollup doors and 62 walk through doors that are expected to be impacted by the prepping and painting activities and determine if they were ACM, ACCM, LBP, LCP and/or CAM 17 metals.

1.3 Methodology

Bulk samples of paint to be submitted for analysis of suspect ACM, LBP and CAM 17 metals were collected from the doors expected to be impacted and placed into individual containers for transport to a National Voluntary Laboratory Accreditation Program (NVLAP)-accredited laboratory for analysis.

Atlas had access to all available doors expected to be impacted and all available doors that were visually and physically accessible were evaluated as part of this survey. The site was occupied at the time of the inspection.

Atlas did not use any demolition methods to look within enclosed wall or ceiling cavities during this investigation. Atlas did include all suspect materials observed in, on, or associated with the areas expected to be impacted by the project included in this report.

1.3.1 Asbestos-Containing Materials Survey

The asbestos inspection was conducted in accordance with the US EPA AHERA regulations, which also meets the sampling requirements found in the Occupational Safety and Health Administration

(OSHA) Construction regulations, 29 CFR 1926.1101. Samples were handled according to accepted procedures for the collection, packaging, chain-of-custody documentation, and transport of bulk samples to the analytical laboratory for analysis using approved methodology.

Under current US EPA guidelines for conducting building inspections for ACM, all “suspect” materials must be assumed to contain asbestos until otherwise determined by laboratory testing.

Actual number of presumed asbestos samples collected from each homogeneous sampling area may vary, based on the type and amount of material, the sampling protocol used listed in Title II of the

“Federal Toxic Substances Control Act” found in 40 CFR Part 763.86, and the professional opinion of the inspector. Asbestos sample locations are located on the sample location map in Appendix A.

Representative bulk samples of suspect ACM were analyzed by LA Testing in South Pasadena, California in accordance with the US EPA “Method for Determination of Asbestos in Bulk Building

Materials” (EPA/600/R93/116, July 1993). LA Testing is accredited to perform Polarized Light

Microscopy (PLM) analysis through the American Industrial Hygiene Association Laboratory

Accreditation Program (AIHA LAP) and NVLAP.

The US EPA NESHAP uses the term regulated asbestos-containing materials (RACM), Non-Friable

Category I (CAT I) or Non-friable Cat II (CAT II). Please note, in California, materials containing greater than one-tenth of one percent (>0.1%) and less than one percent (<1%) asbestos are defined as asbestos-containing construction material (ACCM) and are regulated by the California DOSH.

Current USEPA regulations designate a result of greater than 1% asbestos as ACM, and DOSH regulations designate a result greater than 0.1% asbestos as ACCM.

1.3.2 Lead-Based Paint and CAM 17 Survey

The LBP and CAM 17 survey was conducted in accordance with CDPH Title 17 CCR, United States

Department of Housing and Urban Development (HUD) protocol, and California Occupational Safety and Health Administration (Cal-OSHA). The survey included physical sampling of paints/coatings that were deemed representative of the predominant paint/coatings observed within the Site.

Representative bulk samples of suspect LBP and CAM17 metals were sent to LA Testing in

Huntington Beach, California and analyzed by Inductively Coupled Plasma Atomic Emission

Spectrometry. LA Testing is accredited by the CDPH Environmental Laboratory Accreditation

Program Branch to perform this analysis. Metals were analyzed using EPA method 3050/6010D.

Mercury samples were analyzed by Cold Vapor Atomic Absorption (CVAA), SW-846-7471B.

Using the appropriate tool, paint was scraped down to the substrate within the marked area and collected for analysis. For brick or concrete substrates, the minimum amount needed to completely remove the paint from the substrate was collected. On wood substrates, scraping in the direction of the wood grain was conducted in order to minimize inclusion of the substrate in the collected sample.

LBP are defined as paints and coatings containing lead in amounts >5,000 milligram per kilogram

(mg/Kg). LCP are defined as paints or coatings containing detectable amounts of lead but <5,000 mg/Kg. Threshold levels for CAM17 metals can be found in later sections of this report.

Field data was collected to include a unique sample identifier, sample location, sample description, sample component, condition of the paint, color, and estimated square footage of paint coverage.

Paint chip sample locations are located on the sample location map in Appendix A.

2 Survey Information and Results

2.1 Asbestos Sampling and Analytical Results

A total of 8 samples were analyzed by PLM during the inspection conducted on May 23, 2024. The results of testing for asbestos during this inspection indicate no asbestos is present in any of the materials tested. For a list of materials found not to contain asbestos please see Appendix B of this report.

2.2 Lead Paint and CAM17 Metals Sampling and Analytical Results

Eight (8) paint samples were collected on May 23, 2024 from the project site, and sent to the lab for analysis of CAM-17 metals. These are the 17 metals that the State of California considers to be of most concern to human health.

The analytical results are presented in Table below. The suggested concentration limits shown are based on screening levels per California Office of Environmental Health Hazard Assessment

(OEHHA) Screening Numbers for Non-Volatile Chemicals, Residential Scenario, Health Hazard

Screening Levels (HHSL). These limits are shown in mg/Kg. These limits have been included for reference and are not project specific. The full analytical report is located in Appendix B.

Results of the analysis are listed in the following table:

3 Conclusions and Recommendations

3.1 Asbestos Regulatory Information

US EPA

The property included in this survey report is located in Riverside County. SCAQMD has been given authority for enforcement of the NESHAP regulations by means of their own rules.

A demolition is the wrecking, taking out, or burning of any load supporting structural member. A renovation is everything else. 10-day written notification to the US EPA Region IX, and the SCAQMD is required prior to the performance of any demolition project regardless of asbestos being present or not. This notification would also apply to any renovation project, which involves the wrecking, taking out, or burning of any load bearing structural member during a renovation as well.

Since no asbestos was detected in any of the samples taken, 10-day notification to the SCAQMD is not required for asbestos purposes.

Cal/OSHA

Disturbance of any ACM or ACCM could generate airborne asbestos fibers and would be regulated by Cal/OSHA. Cal/OSHA worker health and safety regulations apply during any disturbance of ACM or ACCM by a person while in the employ of another. This is true regardless of friability or quantity disturbed. Since no ACM or ACCM exists, a licensed asbestos contractor, certified by the State of

California and registered with Cal/OSHA is not required.

3.2 Lead and CAM17 Regulatory Information

CAM17

California recognizes seventeen heavy metals in the California Administrative Manual/Title XXII, referred to as CAM 17 or Title 22 Metals. The elements on this list include Antimony (Sb), Arsenic

(As), Barium (Ba), Beryllium (Be), Cadmium (Cd), Chromium (Cr), Cobalt (Co), Copper (Cu), Lead

(Pb), Mercury (Hg), Molybdenum (Mo), Nickel (Ni), Selenium (Se), Silver (Ag), Thallium (Tl), Vanadium (V), and Zinc (Zn).

CHHSL are concentrations of chemicals below thresholds of concern for risks to human health. The CHHSL were developed by OEHHA on behalf of the California Environmental Protection Agency, pursuant to Health and Safety Code Section 57008.

The CHHSLs have no regulatory effect and are not intended for use by regulatory agencies that have authority to require remediation. The numbers are solely advisory and published as reference values for use by citizen groups, community organizations, property owners, developers, and local government officials to estimate the degree of effort that may be necessary to remediate a contaminated site.

The analytical results indicate Antimony, Barium, Cobalt, Copper, Lead, Molybdenum and Zinc were above the laboratory detection limit but below the HHSL guidance limit. Chromium was detected in all

8 samples collected, 7 of which were found to be above the HHSL guidance limit.

California Code of Regulations Title 22 classifies chromium as a hazardous waste if when analyzed by Soluble Threshold Limit Concentration (STLC) is >5 milligrams per liter (mg/l) or by Total Threshold

Limit Concentration (TTLC) is >500 mg/Kg.

Lead Paint

Any upcoming project which may result in the disturbance of lead containing products or surfaces, but is not intended to remediate a lead hazard or specifically designed to remove LBP to reduce or eliminate a known hazard, would be considered “lead related construction work”.

Lead related construction work does not fit the classification of a “lead abatement project” under

CDPH Title 17 regulations. “Abatement” is defined in Title 17, Division 1, Chapter 8, Article 1 as “any set of measures designed to reduce or eliminate lead hazards or LBP for public and residential buildings, but does not include containment or cleaning.” A lead hazard is defined in Title 17, Division

1, Chapter 8, Article 1 as “deteriorated LBP, lead contaminated dust, lead contaminated soil, disturbing LBP or presumed LBP without containment, or any other nuisance which may result in persistent and quantifiable lead exposure.”

http://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?sectionNum=57008.&lawCode=HSC

Lead related construction work means any “construction, alteration, painting, demolition, salvage, renovation, repair, or maintenance of any residential or public building, including preparation and clean up that, by using or disturbing lead-containing material or soil, may result in significant exposure of adults or children to lead”. (Title 17, California Code of Regulations, Division 1, Chapter 8, Article

1).

Cal/OSHA regulates all construction activities involving materials containing lead, including LBP.

These regulations are found in 8 CCR, Part 1532.1’ Lead in Construction Standard. Cal/OSHA has not established a definition for lead paint, nor have they established minimum concentrations where their regulations do not apply. Cal/OSHA regulates all construction activities involving materials containing lead, including LBP.

Since Cal/OSHA has not established a concentration of lead in a product where their regulations do not apply, any disturbance to products containing lead come under the jurisdiction of Cal/OSHA and their regulations. Disturbance of paints/coatings or materials determined to be LBP may trigger a pre-work notification to Cal/OSHA if “trigger tasks” disturb 100 square feet or more of those paints/coatings or materials. Trigger tasks are described in Title 8 CCR 1532.1.

Lead related construction work practices in accordance with Cal/OSHA Title 8 1532.1 Lead in

Construction will be required for any work impacting LCP.

4 Assumptions and Limitations

The results, findings, conclusions, and recommendations expressed in this report are based only on conditions that were noted during Atlas’ inspection on May 23, 2024.

The selection of sample locations and frequency of sampling was based on the building materials anticipated to be impacted by the renovation project. Concealed ACM, LBP and CAM17 metals may exist in areas not accessible during the inspection. Reasonable efforts have been made by Atlas personnel to locate and sample all suspect ACM, LBP and CAM17 metals located within the project scope. If any new material is discovered, it must be assumed to contain ACM, LBP or CAM17 metals.

The report is designed to aid the client in understanding the extent of ACM, LBP and CAM17 metals issues as they pertain to the project. Atlas does not warrant, guarantee or profess to have the ability to locate or identify all ACM, LBP and CAM17 metals in a facility. The intent of this report is to be used in planning for the specific project at the Site.

As with all such surveys, the results of the sampling represent conditions found on the date of the survey and may not represent conditions found at other times.

The Client recognizes that all testing and remediation methods have reliability limitations; no method or number of sampling locations can guarantee that a condition will be discovered within the performance of the services authorized by the Client. Additionally, the passage of time may result in a change in the environmental characteristics at the site. This survey report does not warrant against future operations or conditions that could affect the recommendations made herein. The results, findings, conclusions, and recommendations expressed in this survey report are based only on conditions that were observed during the Survey on May 23, 2024.
