Vehicle classifications include Class 1 (cars), Class 2 trucks, and Class 2 vans/SUVs. Estimated annual quantities vary by service type and zone, ranging from 5 to 1,100 units per line item. The bid submission deadline is 3:00 PM on December 18, 2025, with electronic submission through the County's Bonfire Portal encouraged. The contract term is one year with an option to renew for two additional one-year terms. Award will be determined using a best-value methodology based on evaluation criteria including cost (350 points), experience and qualifications (150 points), facility quality and reliability (200 points), vendor responsiveness and administrative capability (100 points), flexibility and contingency support (100 points), and operational capacity and availability (100 points).
Pricing must be structured by vehicle class according to the TRAA Vehicle Identification Guide, with unit pricing provided for each service line item. A $500 bid deposit is required. The evaluation will consider mileage, time, and toll costs for trips from five County locations (Pomona, New City, Orangeburg, Chestnut Ridge, and Montebello/Suffern), calculated at $0.50 per mile and $30 per hour for mechanics' time. In the second and third years, unit daily cost increases are limited to the prevailing Consumer Price Index at the County's discretion. Award may be made by zone or as a whole, with potential for a secondary award to provide additional capacity. The County reserves the right to contract with non-contract providers if the selected vendor cannot fulfill services and retains the right to inspect the bidder's facility. Separate authorization forms and purchase orders are required for each County department using services. A current Certificate of Liability Insurance naming the County as additional insured must be provided within five business days of award notice. Valid New York State Worker's Compensation and Disability Benefits Certificates or Attestation of Exemption forms are required.
