About this file

This is a Questions and Answers document related to Tremonton City's General Plan Update Request for Statements of Qualifications (RFSQ). The document addresses inquiries from proposers regarding the scope, timeline, and deliverables for the project. The City targets completion and adoption of the General Plan Update by August 1, 2027, with proposers expected to develop realistic project schedules and milestones demonstrating progress toward this goal. The City requires consultants to review and update existing moderate income housing and water conservation plans as part of the General Plan Update, incorporating applicable statutory requirements for Moderate Income Housing Elements and Water Use and Preservation Elements. Statements of Qualifications are due no later than 5:00 p.m. on Friday, September 4, 2026, submitted either by email to lnessen@tremontoncity.org or delivered in hand to the City Manager's Office at 102 South Tremont Street, Tremonton, Utah 84337. Written questions regarding the RFSQ must be submitted by 5:00 p.m. on Friday, August 28, 2026, to Jeremy Lance or ChrisDean Epling.

Regarding project deliverables, the City's existing Capital Improvement Plans (CIPs) and infrastructure planning documents will serve as the primary basis for the required Infrastructure Needs and Priority Improvement Matrix. The consultant will coordinate closely with the City's Public Works and Engineering staff to review and incorporate existing infrastructure information and priorities without conducting separate engineering analysis. The goal is to consolidate and summarize infrastructure data within the General Plan so that the City's growth, land use, infrastructure needs, and capital improvement priorities are readily accessible in one comprehensive document. No pricing information, funding amounts, or contract term details are provided in this Questions and Answers document.

TREMONTON CITY

GENERAL PLAN UPDATE – QUESTIONS & ANSWERS

Responses to Questions Received from Proposers

QUESTION
CITY RESPONSE
1. Does the City have a desired timeline for completing and adopting the General Plan Update? Are there anticipated milestones, deadlines, City meetings, or other scheduling considerations that proposers should account for in their Proposed Completion Schedule?
The City’s target is to complete and adopt the General Plan Update by August 1, 2027. The City recognizes that the schedule will depend on the scope of work, community engagement, Planning Commission and City Council review, and the City’s adoption process. However, the City would like to maintain a schedule that keeps the project moving toward this target.

At this time, there are no specific additional deadlines that the City expects consultants to accommodate. Proposers should identify a realistic project schedule and anticipated milestones in their SOQ that demonstrate how the project can work toward the August 1, 2027 adoption target.

2. Has the City already adopted a current Moderate Income Housing Element/Plan and a Water Use and Preservation Element? If so, will these documents need to be updated as part of the General Plan Update?
The City currently has a water conservation plan and a moderate income housing plan. These materials will need to be reviewed and updated as part of the General Plan Update.

The updated General Plan should incorporate the applicable requirements for the Moderate Income Housing Element and Water Use and Preservation Element.

3. The RFP identifies an Infrastructure Needs & Priority Improvement Matrix as a deliverable. Are the City’s existing Capital Improvement Plans (CIPs) and infrastructure planning documents intended to serve as the basis for this matrix, in coordination with the City’s Engineer? Or is the City seeking a separate engineering analysis?
The City’s existing Capital Improvement Plans (CIPs) and infrastructure planning documents are anticipated to serve as the primary basis for the Infrastructure Needs & Priority Improvement Matrix.

The consultant will be expected to work closely with the City’s Public Works and Engineering staff to review and incorporate existing infrastructure information and priorities.

The City is not seeking a separate, duplicative engineering analysis. Rather, the goal is to evaluate the existing CIPs and infrastructure plans, identify any updates or additional information needed to support the General Plan, and compile and summarize the information in a manner that provides a comprehensive picture of the City’s infrastructure needs and priorities.

A primary goal is to coordinate and consolidate this information within the General Plan so that the City’s growth, land use, infrastructure needs, and capital improvement priorities are considered together and are readily accessible in one document.
