About this file

This is an Invitation for Bid (IFB) document for the Beaufort-Jasper Water & Sewer Authority (BJWSA) regarding CIP-2305, the Parris Island 16-Inch Steel Water Transmission Main Replacement project located in Beaufort County, South Carolina. Phase I of the project involves the installation of approximately 12,200 linear feet of 16-inch polyethylene or Cured-In-Place Pipe (CIPP) liner inside an existing 16-inch steel waterline on Malecon Drive, along with a waterline interconnect with a fire hydrant and related appurtenances. The project offers two liner options: Option 1 features a single-layer fiberglass-reinforced polyester (FFRP) Primus Line liner with access pits spaced approximately every 1,600 linear feet, while Option 2 utilizes CIPP liner with pits spaced approximately every 800 linear feet. Phase II work, under separate cover, includes installation of approximately 1,700 linear feet of 16-inch fusible PVC via horizontal directional drill (HDD) and 155 linear feet of 16-inch DR18 C900 PVC via open cut on both sides of Archer Creek, along with removal of existing waterline suspended from the bridge. The engineer is KCI Technologies, Inc., with Matthew Broderick, P.E. serving as the project manager. The project location is Beaufort, South Carolina, and the owner contact is Eric Veach at the BJWSA.

The project requires contractors to visit the site prior to submitting bids and coordinate extensively with BJWSA and MCB Parris Island regarding waterline status and service schedules. Maximum ground disturbance per access pit is limited to 10 feet by 10 feet, and all work shall be performed within road rights-of-way or within obtained easements on private property. Contractors must submit their own traffic control plans to the South Carolina Department of Transportation (SCDOT) for approval a minimum of 30 days prior to construction, notify residences and businesses 21 days in advance, and maintain at least 10-foot travel lanes. Temporary pavement cuts must be filled with crushed stone until permanent patches are installed. The document specifies detailed technical requirements including restrained joint installation, pressure testing, chlorination, and bacteriological testing prior to placing the rehabilitated waterline into service. All work must comply with SCDOT Utility Accommodation Manual and the current Manual on Uniform Traffic Control Devices (MUTCD). Permits must be verified prior to construction, and erosion control measures must be installed before ground disturbance, including double-row silt fencing on downhill sides of pits extending at least 5 feet beyond the edge of ground disturbance.
