About this file
This document is a New Mexico Resident Preference Information form outlining state procurement guidelines for bidders and offerors seeking preference in state contract opportunities. The document details specific requirements for businesses seeking resident preference status, including Resident Business, Resident Contractor, and Resident Veteran classifications. Effective January 1, 2012, Resident Preference Certificates must be issued by the New Mexico Taxation and Revenue Department, with certificates from the State Purchasing Division no longer considered valid.
The document emphasizes that preference certificates are mandatory for bid consideration, and bidders must submit a valid copy with their proposal to receive preference. Importantly, preferences are not cumulative, meaning bidders are entitled to only one preference type. For joint proposals involving both resident and non-resident businesses, the resident business preference will be proportionally reduced based on the percentage of contract work performed by the non-resident business. Bidders are instructed to contact the New Mexico Taxation and Revenue Department or visit their website (www.tax.newmexico.gov) for detailed information and application procedures for obtaining a Resident Preference Certificate.
