About this file

This is an Amendment No. 1 for an Invitation to Bid (ITB-2026-04GH) issued by the Gallup-McKinley County Schools Procurement Office for Hazardous, Chemical, Medical, Waste Removal and Disposal services. The amendment addresses multiple vendor questions regarding waste disposal requirements, including packaging of waste, potential use of a chemist, container provisions, cleaning schedules, labor categories, and service quantities. The bid covers waste removal services for approximately 36 sites on a quarterly basis, with a one-time initial pickup/purge of accumulated chemical and hazardous waste, primarily focused on high school locations.

The amendment clarifies that this is the first contract for the school district, so many details remain undefined. Vendors are instructed to propose pricing on a per-pickup basis and can bid on specific sections like hazardous waste management, transportation, emergency spill response, and remediation. The procurement office has added new line items for medical waste and mixed liquid waste (anti-freeze, oil, diesel, gas, DEF), and encourages vendors to include pricing for various labor categories including technicians, chemists, operators, supervisors, and managers. The bid allows vendors flexibility in bidding, with no current incumbent contract in place and no historical spending data available for reference.

PROCUREMENT OFFICE

HAZARDOUS, CHEMICAL, MEDICAL, WASTE REMOVAL AND DISPOSAL

ITB-2026-04GH

AMENDMENT NO. 1

Amendment No. One (1) RFP No. ITB-2026-04GH

THE FOLLOWING REVISIONS SHALL FORM A PART OF THE CONTRACT DOCUMENTS.

REVISIONS ARE AS FOLLOWS:

This Amendment consists of a total of five (5) page(s).

1. Question:

Confirm if given waste is packaged or you want us to pack the waste?

Answer:

Vendor will package waste for disposal.

2. Question:

The bid specification calls for potential use of chemist? If we had to wrap the cost of a chemist and/or equipment/materials into the overall price?

Correct, there is a line item included for the inclusion of a chemist. Please add lines as you see fit.

3. Question:

Are we required to provide containers for all waste generated or only the small lab waste containers we package?

Depends on what the Vendor bids. Vendor can bid only on-site chemicals and leave all others blank for submittal.

4. Question:

Is there a cleaning schedule for each location/piece of equipment?

The bid is a on-needed basis.

5. Question:

Do you have any past analytical data you can share?

HAZARDOUS, CHEMICAL, MEDICAL, WASTE REMOVAL AND DISPOSAL

No.

6. Question:

Does vendor need any special equipment to make these pickups, any limitations of the loading dock area?

Bidder is asked to visit sites prior to bid as stated within bid documents.

7. Question:

Who is the current vendor/incumbent?

No contract is in place at the moment.

8. Question:

Can we have the current contract copy?

GMCS does not have a current vendor or contract.

9. Question:

What is the Annual spent / last three invoices?

GMCS does not have a current vendor or contract.

10. Question:

The bid references medical waste however the bid packet only references sharps waste and only hazardous and chemical waste are listed on the Excel pricing spreadsheets. Upon review of the previous bid (RFP-2024-01BK) that was issued in 2023, it stated that a total of 36 sites would require these services on a quarterly basis (4 pickups per year) and pricing proposed should be at a per pickup rate. Is GMCS able to provide additional information as to the sites that will be requiring these services, the type of regulated medical waste that they will be disposing of and the average or estimated volume (containers or lbs) of waste that they will generate per pickup or per year? May vendors propose pricing for these services at a per pickup, per container or flat monthly fee?

HAZARDOUS, CHEMICAL, MEDICAL, WASTE REMOVAL AND DISPOSAL

ITB-2026-04GH

AMENDMENT NO. 1

Answer:

A Medical Waste section will be added on a new uploaded bid packet labeled #14 in labeled addenda public files. The category for each section is listed 1 – 7 on the Waste Generated Service List and listed 8 – 13 on the Related Item Service

Request (as applicable). As this is the first contract for GMCS there will be many unknowns. The bid is a on-needed basis please propose pricing at a per pickup fee.

11. Question:

Per the bid and pre-bid conference, the awarded vendor will be required to complete a one-time pickup/purge of a bulk amount of chemical and hazardous waste. Will GMCS be able to provide additional information regarding this pickup including where the waste will be stored for service, the types and volume of waste? Will GMCS provide copies of SDS for each chemical and hazardous waste?

GMCS at the moment has identified the high school locations as the most urgent need. The waste are on schools sites in labs in the cabinets and closets. The types of waste for the most part are the chemicals listed with similar volumes as well per high school. There will be no SDS as chemicals accumulated over time with many records and staff changes to keep a running record.

12. Question:

1. For Section - Hazardous Waste Management (Treatment, Storage, and

Disposal Facility), can you please clarify what this section is for?

If the Vendor has capabilities for waste management of treating, storage and a disposal facility then this area is an as applicable place for a bid.

Certain Vendors only focus in this area and are most likely a sub-contractor for treatment, storage and disposal.

If the vendor sees fit to add/include a line item for the section that will require this area copy and paste to each section that applies.

2. For Section - Hazardous Waste Transporters, can you please clarify what this section is for? Is this for transporting the waste to the disposal facility?

GMCS did leave a line item for each of the sections for transportation.
