About this file
This is an insurance requirements document issued by the Wilmington Housing Authority (WHA) in Delaware outlining mandatory certificate of insurance provisions for all contractors and suppliers conducting business or performing services at WHA properties. The document specifies comprehensive insurance coverage requirements that must be in place prior to commencement of work, with particular emphasis on the 600 E. 4th Street renovation project involving roof replacement work. All contractors must maintain Workers Compensation insurance meeting statutory limits with employers' liability coverage of $100,000 per accident and $500,000 policy limit; Comprehensive General Liability with minimum limits of $1,000,000 per occurrence; Business Auto Liability with minimum limits of $500,000 per occurrence; and professional liability or errors and omissions coverage with minimum limits of $1,000,000 per occurrence and general aggregate minimum of $5,000,000. Contractors must submit original certificates of insurance directly from their insurance companies prior to work commencement, with WHA named as the Certificate Holder at 400 North Walnut Street, Wilmington, DE 19801, or via email at procurement@whadelaware.org.
All insurance policies must be carried with financially responsible companies admitted to do business in Delaware, and WHA must be named as an additional insured on all policies except Workers Compensation and Employer's Liability. Insurance coverage must not lapse during the construction period, and contractors are required to provide evidence of continuous coverage to the Contracting Officer. All certificates must include a provision requiring the insurance company to provide at least thirty (30) days prior written notice to the Contracting Officer before any cancellation or non-renewal of coverage. Insurance certificates submitted must originate directly from the insurance company rather than through intermediaries, ensuring the authenticity and validity of coverage documentation for the WHA project.
