About this file
This document is a Qualified Personnel Matrix for Delaware's Idea Part C Early Intervention Program, administered by the Delaware Department of Health and Social Services (DHSS) Birth to Three Program. The matrix establishes professional qualifications and requirements for service providers across multiple disciplines serving infants and toddlers with disabilities and developmental delays. The program operates under a family-centered, multidisciplinary approach designed to enhance child development and support family capacity. Service provider categories include assistive technology professionals, audiologists, family service coordinators, family training and counseling specialists, nursing services providers, nutritionists, occupational therapists, physical therapists, psychologists, signed and cue language specialists, social workers, speech-language pathologists, vision services providers, and special instruction providers. All professionals must meet Delaware Department of Professional Licensure requirements and hold appropriate degrees, certifications, or licenses specific to their disciplines.
New early intervention providers without at least six months of prior early intervention experience are required to complete a six-month mentoring period with an identified mentor from their agency, with a written mentoring plan submitted to the Birth to Three Administration for approval. During the mentoring period, mentors must observe a minimum of one therapy session or visit with each new child and family assigned to the provider. For clinical fellows working across multiple settings, the percentage of direct onsite supervision with the mentor should be proportional to time spent in early intervention services. Special instruction providers may qualify through multiple pathways: either a bachelor's degree in early childhood education, child development, or early childhood special education, or a bachelor's degree in related fields combined with one to three years of documented professional experience working with children from birth to three years of age, depending on early childhood education coursework completed.
