Hawaii Volcanoes National Park
May 9, 2025
Prepared by James Sutton & Rochelle Koi National Park Services (NPS)
Pacific Western Region (PWR) – Interior Region 12
1.0 DESCRIPTION OF SERVICES
The National Park Service (NPS) at Hawai'i Volcanoes National Park (HAVO) requires professional services for the cleaning, pumping, maintenance, and servicing of government-furnished portable toilets. These services are essential to ensure safe, sanitary, and environmentally compliant facilities that enhance visitor experience, protect public health, and preserve the park’s unique natural and cultural resources. The contractor shall deliver reliable, timely, and environmentally responsible services to support the park’s high-traffic areas, which experience variable weather conditions and fluctuating visitor volumes.
1.1 BACKGROUND
Hawai'i Volcanoes National Park spans from sea level to 13,679 feet, encompassing the summits and rift zones of Kīlauea and Mauna Loa, two of the world’s most active volcanoes. With approximately 4,000 daily visitors, the park ranks among Hawai'i’s top three tourist destinations.
Visitors engage with volcanic landscapes, hike trails, drive scenic roads, and explore the park’s rich cultural and natural heritage. Portable toilets are critical to accommodate this high visitation at key locations, ensuring accessible sanitation facilities. Regular cleaning, pumping, and maintenance of these toilets are vital to uphold hygiene standards, enhance visitor satisfaction, and safeguard the park’s pristine environment, including seven threatened species, such as the nēnē (Hawaiian goose), and forty-seven endangered species, including the ʻahinahana (Ka‘ū silversword). Failure to maintain these facilities could result in environmental contamination, negative visitor experiences, and harm to sensitive ecosystems.
1.2 SCOPE
The contractor shall provide comprehensive cleaning, pumping, and maintenance services for government-furnished portable toilets at Hawai'i Volcanoes National Park to ensure they are hygienic, fully functional, and suitable for public use. The scope includes the following:
1.2.1 Service Requirements
• Minimum Service Commitment: The contractor shall service a minimum of six portable toilets at all times. Additional toilets may be added to the rotation based on increased visitation, volcanic activity, special events, or other park needs.
• Flexible Adjustments: The number of serviced toilets may decrease during periods of lower demand, but a minimum of six toilets will always require regular maintenance. The contractor shall promptly adapt to changes in service requirements as directed by the Contracting Officer’s Representative (COR).
1.2.2 Current Portable Toilet Locations and Service Frequencies
The park currently maintains eleven portable toilet locations, with service frequencies tailored to usage levels:
• Escape Road: One standard portable toilet, serviced once per month.
• Volcano Art Gallery: One ADA-compliant and two standard portable toilets, serviced once per week.
• KMC Welcome Center: One ADA-compliant and two standard portable toilets, serviced twice per week.
• Ballfield: Four ADA-compliant portable toilets, serviced twice per week.
• Additional Locations: Portable toilets at Devastation Trail parking area, Kilauea Iki parking area, and Kilauea Overlook parking area are currently locked due to reduced demand related to eruption viewing. These may be reopened or interchanged with other locations based on visitor needs, as determined by park management.
1.2.3 Service Responsibilities
• The contractor shall pump, clean, and disinfect each portable toilet and its immediate vicinity during every service visit, ensuring the area is free of debris, spills, and odors and is fully suitable for public use before departure.
• The contractor shall provide all necessary cleaning supplies, disinfectants, and sanitary solutions compliant with environmental and safety regulations.
• The contractor shall adapt to periodic relocations of portable toilets as directed by park management to align with visitor patterns, volcanic activity, or other operational needs.
1.2.4 Location Coordination
• All portable toilet locations are detailed in the attached map of Hawai'i Volcanoes National Park (Appendix A). The contractor shall maintain close coordination with park management to accommodate changes in toilet placement, service schedules, or additional requirements driven by park priorities.
1.2.5 TASK 1: PUMPING
• Frequency: The contractor shall pump and service each portable toilet according to the specified frequencies outlined in Section 1.2.2, with a minimum of one service per week for active locations unless otherwise specified. Services shall occur on the same day each week to ensure consistency.

• Waste Disposal: The contractor is responsible for the safe collection, transportation, and disposal of all waste in compliance with all applicable State of Hawai'i and County regulations, including environmental and public health standards. The contractor shall ensure no leakage or spillage occurs during collection, transit, or disposal to prevent environmental contamination.
• Accessibility: All portable toilets are located adjacent to paved parking areas for ease of access by service vehicles.
1.2.6 TASK 2: CLEANING AND MAINTENANCE
• Cleaning Standards: At each service visit, the contractor shall thoroughly clean and disinfect the interior and exterior of each portable toilet, including the toilet riser, seat, cover, door handles, and surrounding areas. The contractor shall ensure all surfaces are dry and free of residue before departure.
• Supplies: The contractor shall provide all cleaning chemicals, disinfectants, and sanitary solutions, which must be environmentally safe and approved for use in sensitive ecological areas.
• Debris and Litter Control: The contractor shall remove all debris and litter from the toilet and its immediate vicinity, preventing pollution and maintaining a clean, professional appearance.
• Immediate Usability: Each portable toilet shall be fully operational and ready for immediate public use upon completion of cleaning and pumping. The contractor shall not depart any service location until all tasks are completed to the satisfaction of NPS standards.
• Spill Prevention: The contractor shall implement measures to prevent leaks, spills, or environmental contamination during servicing, including the use of containment systems and spill response protocols.
1.3 PERMITS, LICENSES, AND INSURANCE
• The contractor shall obtain and maintain all necessary permits, licenses, and insurance required for wastewater pumping, transportation, and disposal in the State of Hawai'i.
• The contractor shall provide proof of compliance with all applicable federal, state, and local regulations, including environmental, health, and safety standards, upon request by the Contracting Officer (CO) or COR.
• Failure to maintain valid permits, licenses, or insurance may result in immediate suspension of services and contract termination.
1.4 PERFORMANCE ASSESSMENT
• The COR will conduct regular inspections to evaluate the contractor’s performance against the requirements of this PWS. Inspections may include checks for cleanliness, functionality, odor control, debris removal, and compliance with service schedules.
• Any deficiencies identified during inspections will be documented, and the contractor shall be notified immediately. The contractor shall re-perform deficient services within twenty-four hours at no additional cost to the government.
