62NRC REGION III WORKPLACE RECOMMENDATIONSDLR GROUP | 2021
SECTION 4.6:
UNIQUE REQUIREMENTS
GENERAL REQUIREMENTS
Building / Site Requirements
• The selected facility must have an emergency generator. A ground-level generator will require perimeter fencing and CCTV monitoring. The generator and fuel supply must be at least 25 feet from building entries, parking areas, and loading dock(s). Natural gas is preferred. Spaces / components to be connected to the generator include:
» Server Room » Communications Room » Security Suite » Infrastructure Closets (large and small) » The multi-purpose room and AV room » Secure conference room (second fl oor) » Both medium conference rooms
» IRC
» Safeguards Room / HSDN Room » Building Physical Access Control System (PACS)
» CCTV
» Activation/Enrollment Room (new addition) » Package X-ray Room exhaust fan (new edition) » All PACS and IDS panels must be located in a room(s) connected to the generator » IT Lab » Select building demarc outlets that support NRC infrastructure requiring power
• Consider only facilities that do not store or process hazardous materials on-site.
• NRC RIII currently has 13 reserved parking spaces and one reserved parking spot for the government vehicle.
• As possible, NRC RIII would like to have space adjacent to the loading dock to support temporary holding of items delivered to the agency.

SECTION 4.6: Unique Requirements
Building Exterior / Perimeter
• Parking: surface parking is preferred. Additional security considerations and countermeasures are required if the building has underground parking.
• Depending on the size of the building, a vehicle barrier system may be required. Counter measures are most easily applied to one and two-story buildings while buildings of three or more stories require increased mitigations for blast effects / progressive collapse. Refer to the “Uncontrolled R3 Baseline Countermeasure Requirements” for more information.
• While exterior landscaping is a positive design feature, it can have negative security implications. Ideal for the selected building to have limited landscaping around the perimeter of the building.
• Exterior lighting in parking lots, at entry points, etc. is important for safety and security.
• Blast fi lm on the exterior windows is a requirement on the fi rst fl oor, regardless of who occupies the fl oor (8mm fi lm per standard industry practice).
• Ground fl oor openings (windows or other penetrations within 18’ of the ground) should be non-operable.
• Perimeter doors need to be equipped with high security locks and non-removable hinges.
Interior Confi guration
• If the NRC RIII occupies more than one fl oor, it is ideal to have the ability to go between the two fl oors without leaving controlled space (e.g., internal stair or controlled elevator lobby).
• NRC RIII requires secured access to mechanical, electrical, and telephone rooms along with controlled access to the roof. The approach to roof access will depend on the selected building.
Systems Requirements
• Ideal for air handlers / air intakes to be located on the roof rather than on the ground.
• Filtration requirements:
» HVAC System: minimum effi ciency for a Level 3 facility is MERV 10 particulate fi lter. If not achievable based on the existing system, there are other options.
» Mail Room: MERV 13 particulate fi lters.
• Internal Security System:
» NRC Region III access control and detection systems require NRC-cleared, certifi ed technicians to install and confi gure.
» An open offi ce plan will require more motion detectors; an enclosed versus open ceiling system is preferred by the security team. Cleanly and aesthetically placing devices in an exposed ceiling is more diffi cult.
General Requirements (continued)

• Wallboard shall be attached to 3 ⅝ inch-wide 16 Gauge metal studs or wooden 2 x 4 studs placed no less than 16” on center (o.c.).
• 16 Gauge continuous track (top & bottom) w/ anchors at 32” o.c. maximum) – bed in continuous bead of acoustical sealant.
• The interior two layers of wallboard shall be mounted so that the seams do not align (i.e., stagger joints).
• Acoustic fi ll 3 ½“ (89mm) sound attenuation material, fastened to prevent sliding down and leaving void at the top.
