About this file

This is an affirmations and solicitation acceptance exhibit from the City of Hutto, Texas, establishing compliance requirements for vendors responding to a sealed bid solicitation for milling and hauling services on Brooklands Boulevard. The project involves milling 10 inches of asphalt, base, and subgrade over a 750-linear-foot by approximately 40-linear-foot area, divided into two phases covering the north and south sides of the road. A mandatory pre-bid meeting is scheduled for April 22, 2026, at 10:00 AM CST via Microsoft Teams, with bid opening on May 13, 2026, at 10:00 AM CST. Contractors are required to conduct a field visit prior to submitting bids and must complete the contractor quantities form for their bid to be considered valid. Construction completion is expected within 45 days of the Notice to Proceed. The bid scope includes all labor, materials, equipment, dumping fees, and cleanup in compliance with City specifications, but excludes traffic control devices and barriers.

Respondents must affirm compliance with multiple Texas Government Code provisions, including verification of valid business authorization in Texas, non-boycott status regarding Israel and energy companies, non-discrimination against firearm entities, absence from state sanctions lists for Iran and Sudan, and non-employment of undocumented workers. Respondents must also submit a completed Form 1295 (Disclosure of Interested Parties) to the Texas Ethics Commission and provide a copy to the City of Hutto for incorporation into the contract. Any false statements or material misrepresentations in the solicitation response constitute material breach of contract and may void the response and any resulting contract. The City has no obligation under any agreement until the Form 1295 is accurately completed and properly submitted.
