Request for Qualifications: SSLC SCADA System Project City of South Salt Lake

I. INTRODUCTION AND BACKGROUND

1. INTRODUCTION

South Salt Lake City is seeking qualified firms for Supervisory control and data acquisition

(SCADA) System Service Project. Qualified contractors are requested to submit a Statement of

Qualifications (SOQ) and fee schedule to provide the services outlined in the Scope of Work below. The selected contractor will work closely with SSLC’s Engineering Department and

Public Works Department. SOQs will be obtained from various contractors to conduct a fair and extensive evaluation, and the contractor that can best achieve the goals and objectives will be selected. Complete and timely submittal of all required proposal documents listed in this RFQ is required for the SOQ to be considered.

2. BACKGROUND AND SCOPE OF WORK

The purpose of this project is to separate the SCADA system from the water system network, stabilize and upgrade the existing wastewater SCADA infrastructure, expand the system to support new storm water stations and a new Main Lift Wastewater Station, upgrade local operator interfaces at identified wastewater lift stations, and restore full monitoring and control functionality. The project will also deliver reliable, usable operational data and enable secure remote access from mobile devices.

The existing SCADA system is outdated, unstable, and partially nonfunctional. It is integrated with the water system network in a manner that creates security, reliability, and operational risks.

Local operator interface touch screens at Old Main Lift, 2280 Lift Station, and 2610 Lift Station are outdated, inconsistently programmed, or unreliable. New storm water stations and a new

Main Lift Wastewater Station require SCADA integration that does not currently exist.

This project will accomplish the following:

• Fully separate the SCADA system from the water system network

• Restore and stabilize existing wastewater SCADA monitoring and control

• Upgrade, program, and/or replace local OIT touch screens at identified lift stations

• Integrate new storm water stations into the SCADA system

• Integrate a new Main Lift Wastewater Station into the SCADA system

• Integrate the Old Wastewater Lift Station to operate with the New Main Lift Station PLC

• Provide local HOA control to designate master and slave operation

• Enable secure viewing and control from authorized mobile devices

• Produce accurate, usable, and exportable operational data

The scope of services will include but may not be limited to:

A. Network Segmentation and Security

• Isolate the SCADA system from the water system network

• Apply cybersecurity best practices for critical infrastructure systems

• Recommend upgrade to network segmentation, firewalls, gateways, and access controls

(optional). This will be implemented only with approval of our IT Department.

C. Local Operator Interface Touch Screens (OIT / HMI)

• Evaluate existing OIT touch screens at the following locations:

▪ Old Main Lift Station

▪ 2280 Lift Station

▪ 2610 Lift Station

• Upgrade, reprogram, and/or replace OIT hardware as required

• Standardize screen layouts, navigation, and alarms

• Ensure local control aligns with central SCADA control logic

• Provide clear, operator-friendly displays for normal and alarm conditions

E. New Main Lift Wastewater Station

• Implement full SCADA control and monitoring for the new Main Lift Wastewater

Station cabinets built per City approved design by Vancon via Morson Electric and IC

TECH.

• Integrate pumps, levels, flows, power status, and alarms

• Support local and remote control with appropriate fail-safe operation

• Incorporate the station into system-wide alarms and reporting

F. Old Wastewater Lift Station Integration and Master / Slave Control

• Integrate the Old Wastewater Lift Station into the New Main Lift Station PLC control architecture

• Configure the New Main Lift Station PLC as the primary controller for coordinated operation

• Implement master / slave logic to allow coordinated pump and flow operation between stations

• Provide a local Hand / Off / Auto (HOA) switch at the Old Wastewater Lift Station to:

▪ Select master or slave operation

▪ Enable or disable remote control

▪ Maintain safe local operation during communication loss

• Ensure fail-safe behavior for loss of communication or PLC failure

• Integrate status, alarms, and control feedback into SCADA and OIT displays

G. Monitoring and Control

• Ensure real-time monitoring of all existing and new facilities

• Restore and validate operator control capabilities

• Configure alarms, alerts, and fail-safe logic
