About this file

This is a Technical Requirement Specification for the purchase of a 3,000-liter Liquid Argon Microbulk Dewar by Fermi National Accelerator Laboratory (FNAL) in Batavia, Illinois, dated April 2, 2026. The dewar must be a cryogenic microbulk ASME industrial liquid argon service unit with vaporizers mounted on an integrated hot dipped galvanized skid designed for outdoor use. The unit shall feature stainless-steel construction for vessel and piping, lifting lugs, and plumbing equipped for quick telemetry and remote monitoring installation with a maximum footprint of 83" x 70" (height unrestricted).

The dewar must be rated to a minimum of 250 psig (preferably 500 psig) and operate between 100 psig and 200 psig, with normal operating pressure of 160 psig. Dual relief circuits with diverter valves shall be mounted to protect the vessel. The specification requires VCR preferred connection types for both liquid argon withdrawal (minimum 1/2" tube, preferably 1") and gaseous argon withdrawal (minimum 1/2" tube). All piping must conform to ASME B31.3, and pressure safety devices must comply with ASME Boiler and Pressure Vessel Code (BPVC) Section VIII or CGA S-1.3. Instrumentation must include level and pressure readout with 4-20 mA (preferred) or 0-10 VDC output capability, vacuum gauge ports with isolating valves, and be plumbed for quick telemetry installation at minimum. The vendor must provide a process flow diagram, compliance documentation, pressure safety device sizing calculations, 3-D model, performance data, warranty information, fill rate, and fill connection type, along with weatherproof signage including ASME stamp, NFPA Triangle, and valve identification. A Fermilab Safety Code Requirements certification form, signed by a qualified employee, must verify compliance of the inner pressure vessel, relief devices, and dewar piping with applicable national codes, with all required examinations and tests performed prior to shipment.

Technical Requirement Specification

Proton Assembly Building (PAB) Liquid Argon Dewar Purchase Specification

April 2, 2026

Fermi National Accelerator Laboratory (FNAL) would like to request a proposal based on the following specifications for the purchase of a 3,000-liter Liquid Argon Microbulk Dewar:

Dewar Cryogenic Microbulk ASME industrial liquid argon service with vaporizers mounted, an integrated hot dipped galvanized (or similar) skid for forklift accessibility, lifting lugs, equipped with plumbing for quick telemetry/remote monitoring installation, vessel and piping shall be all stainless-steel construction designed for outdoor use. The unit is to be drop shipped to FNAL in Batavia Illinois.

Dewar Volume, Use, Footprint

(with vaporizers)

3,000 liters suitable for liquid argon. Footprint with vaporizers: 83” x 70” maximum. Height is not restricted.

Dewar Maximum Allowable

Working Pressure

The Dewar shall be rated to or greater than 250 psig, preferably to 500 psig. The vessel, its components, and pressure safety devices shall satisfy requirements from the

Code Compliance section of this specification.

Mode of Operation Gaseous and liquid argon withdrawal.

Operating pressure range The Dewar will be operated from 100 psig up to Dewar’s pressure relief set pressure of 200 psig. The normal operating pressure will be 160 psig.

Pressure Safety Devices All pressure and vacuum relief devices must be sized and rated at the applicable pressure per ASME Boiler and

Pressure Vessel Code (BPVC) Section VIII or CGA S-1.3.

Dual relief circuit with diverter valve for vessel protection to be mounted to the vessel. Relief valves to be set allowing a maximum operating pressure of 200 psig.

Liquid Usage Interface VCR is the preferred connection type for the LAr withdrawal from the Dewar. This requirement is subject to change based on discussions with the vendor. The LAr withdrawal line shall be no less than 1/2” tube but preferably 1”.

Dewar Piping Conformance ASME B31.3

Gas Usage Interface VCR is the preferred connection type for GAr withdrawal from the Dewar. This requirement is subject to change based on discussions with the vendor. The GAr withdrawal line shall be no less than 1/2” tube.

Location of Existing

Concrete Pad for Dewar Placement

The Dewar will be placed on an existing concrete pad outside the Proton Assembly Building that measures 70” wide by 83” deep.

Existing Concrete Pad

Specifications

Concrete Strength: 4,000 psi at 28 days

Reinforcement: ASTM A615 Grade 60. #5 at 12” on center each way, centered in slab.

Soil Bearing Capacity: 2,000 psf (minimum)

Instrumentation Level and pressure instrumentation, preferably with 4-20 mA (preferred) or 0-10 VDC output. Vacuum gauge readout ports with isolating valves. These requirements are subject to change based on discussions with the vendor;

however, the unit must be plumbed for quick telemetry/remote monitoring installation at a minimum.

Documentation The vendor shall provide a process flow diagram of the

Dewar, compliance documentation, pressure safety device sizing calculations, 3-D model, performance data, warranty information, fill rate, and fill connection type.

Vaporizer The Dewar shall be equipped with a pressure building and a gas use vaporizer.

Code Compliance The vendor shall provide documents demonstrating compliance of the pressure vessel, relief valves, and piping with appropriate national codes as described in Fermilab safety code requirements below. FNAL requires compliance to national codes. The preferred code is ASME

Boiler and Pressure Vessel Code (BPVC) Section VIII.

Alternatives to the national code may be proposed by the vendor and are subject to approval by FNAL.

Signage Weatherproof process flow diagram, valve identification, ASME stamp, NFPA Triangle, and related information.
