Performance Work Statement for
CPDBA and Regulator Testing & Inspection
1. PERFORMANCE WORK STATEMENT (PWS)
1.1 Introduction. The requiring activity is Norfolk Naval Shipyard (NNSY), Portsmouth, Virginia, that maintains overhauls, and repairs vessels of the US Navy. Code 900F is responsible for CPDBA and breathing regulators. As a part of supporting the mission mechanic must use Combination pressure demand breathing apparatus (CPDBA) and breathing regulators to perform assigned jobs.
1.2 Performance. The contractor shall provide MSA certified repair technicians, all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide testing and repairs to CPDBA and Regulators.

3. REQUIREMENTS
3.1 Safety and Personnel Protective Equipment (PPE)
3.1.1 Restricted Items. Contractors are prohibited from bringing onto federal property the following items:
All forms of alcohol and illegal drugs.
Shotguns, handguns, machineguns, firearm silencers, ammunition of any type, blasting caps or similar items of explosive material (i.e. fireworks), starter or flare pistols, pellet or BB guns, dynamite, teargas and their dispensing devices, and other similar devices.
Construction tools that require use of explosive materials are authorized if they are required to perform approved duties.
Contractors who require one of the prohibited items listed above may bring the item onto the installation in performance of the contract (i.e., bird control, wild life management, etc.), but only when specified in the contract.
Any blades in excess of four inches, switch blade knives, underwater spear guns, bows and arrows, crossbows, slingshots and blowguns, throw blade knives, blackjacks, nightsticks, clubs, brass knuckles, tomahawks, swords, bolas, fighting sticks, throwing discs, chains, and other similar items that can be used as a weapon.
Smoking is only permitted in designated areas.
3.2 Contractor Shipyard Entry. Commander, Navy Installations Command (CNIC), has established the Defense Biometric Identification System, (DBIDS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. The Contractor shall obtain and maintain DBIDS access for NNSY for all of its personnel for the duration of this Contract. For the requirements herein, participation in the DBIDS is mandatory. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS. The Contractor and sub-contractors shall obtain and maintain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials.

Any new contractor, vendor or supplier requesting base access will be required to obtain a DBIDS credential. NCACS credentials will no longer be issued. Only DBIDS credentials will be issued to ALL contractors, vendors and suppliers seeking base access AFTER.
Defense Biometric Identification System (DBIDS) increases installation security and communications by receiving frequent database updates on changes to personnel/credential status, law enforcement warrants, lost/stolen cards, and force protection conditions. The system provides a continuous vetting anytime the DBIDS card is scanned at an installation entry point.
If you currently have a Navy Commercial Access Control System (NCACS) card, the following is required to get a DBIDS credential:
Present your NCACS Card and a completed copy of the SECNAV FORM 5512/1 to the base Visitor Control Center representative.
The VCC will pull up your information in the computer, ensuring all information is current and correct.
Once your information is validated, a temporary DBIDS credential is provided.
Your temporary credential will have an expiration date, prior to which you will need to obtain your permanent DBIDS credential (~ 90 days).
For each additional U.S. Navy installation to which you need access, the first time you visit you only need to bring your
DBIDS credential and statement of purpose for Base access when arriving at the Visitor Control Center.
The representative will enter base access authorization and then you may proceed to work. If you do NOT have an NCACS
Card, the following is required to obtain a DBIDS credential:
Present a letter or official document from my government sponsoring organization that provides the purpose for your access.
Present valid identification, such as a passport or Real ID Act-compliant state driver's license.
Present a completed copy of the SECNAV 5512/1 form to obtain your background check.
Upon completion of the background check, the Visitor Control Center representative will complete the DBIDS enrollment process, which includes your photo, finger prints, Base restrictions, and several other assessments; after all this is done, you will be provided with your new DBIDS credential.
You may now proceed to work.

One-Day Passes. Participation in the DBIDS is not mandatory, and if the Contractor chooses to not participate, the Contractor's personnel will have to obtain daily passes, be subject to daily mandatory vehicle inspection, and will have limited access to the installation. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS.
3.2.1 Portable Electronic Device (PED). COMSUBLANT/COMSUBPACINST 2075.1C, the use of PEDs while in or on Department of Navy controlled industrial areas are prohibited. A PED is defined as any non-stationary electronic apparatus with singular or multiple capabilities of, but not limited to recording, storing, and/or transmitting data, voice, video, or photo images.
3.3 General Work Specifications
3.3.1 Services. The contractor shall provide MSA certified repair technicians, all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide testing and repairs to CPDBA and Regulators. The contractor shall utilize OEM manuals and OEM publications.
Concurrence will be required from the Subject Matter Expert (SME) or Contracting officer representative (COR) before modification can be made to ensure the new OEM publication / modification was authorized by the OEM.
3.3.1.1 CPDBA and Regulators are to be flow and pressured tested using an MSA-approved flow test device and must ensure:
That associated pressure demand regulators are capable of providing static pressure of 1 to 1.5 inches of water in the face piece.
Able to maintain greater than 0.1 inches of water in the face piece when subject to a “standard work rate” of 200 liters per minute.
3.3.1.2 Regulators and bottles must be tagged with the date of test.
3.3.1.3 Contractor is to inspect, fill, test, and perform repairs with a 14-day turnaround.
3.3.1.4 Contractor personnel must be badged for access to Norfolk Naval Shipyard. Norfolk naval Shipyard’s normal hours of operation are 7:20 AM to 3:30 PM, Monday through Friday. All pickup and deliveries shall occur during this time unless otherwise authorized by Norfolk Naval Shipyard point of contact at no additional cost to the Government.
3.3.1.5 CPDBA and Regulators will be picked up within 5 business days of contractor notification and returned to Safety Repair Section, Norfolk naval Shipyard, Bldg. 278, 1st Floor, Portsmouth, Virginia 23709-5000.

3.3.2 Contractor Notification. The Government will notify the contractor of the need for their service. All equipment shall be ready at time of pick up.
3.3.3 Government Notification. The contractor will notify the Government upon completion of inspection and testing of repairs needed, and an estimated cost associated with repairs. The Government’s technical POC must give concurrence prior to the start of repair work within 3 business days. Repairs shall not be performed without concurrence from the Government’s technical POC.
3.3.4 Reports. The contractor shall submit one legible copy, in electronic media (i.e., a Microsoft Word document, PDF), a service completion report that includes the following:
Contractor is to provide breakdown of labor cost, the unit price of parts replaced.
Contractor is to provide published labor rate sheets.
Contractor is to provide a signed copy of Pro-Check 3 results.
3.3.5 Government Furnished Property. The Government will furnish the CPDBA bottles and Regulators. NNSY has 134 regulators and 50 CPDBA Bottles.
3.4 Quality Assurance
3.4.1 Quality Provision. All Government furnished property shall be in full working order after each test and repair (permitted concurrence was given for repairs). Services shall be completed in the time indicated in section 3.3.1.3.
3.4.2 Contractor Evaluation. The Government will evaluate the contractor’s performance under this contract using the below contractor review standards. Contractor performance issues that do not meet these standards will be tracked in the C900F surveillance program. Copies of submitted surveillances will be given to the Contracting Officer and the contractor.
Timeliness (does the contractor pick up and return GFP in the time specified) Performance (is the service performed in specified time) Reports (are reports complete and submitted on time)
3.4.3 Disputes. Disputes between the technical point of contact or designated representative and the contractor technician regarding contractor performance will be immediately referred to the Contracting Officer.
4. DELIVERABLES
4.1 Contractor Deliverables. The contractor shall submit the following documents to the government representative points of contact listed in clause G-242-H001 GOVERNMENT CONTRACT ADMINISTRATION PONITS-OF-CONTACT
AND RESPONSIBILITIES (NAVSEA) (OCT 2018).
4.1.1 Service completion report (See section 3.3.4).
5. PERIOD OF PERFORMANCE (POP)
5.1 The contract POP shall be one base year consisting of 12 months from the date indicated in the contract and four 12-month option years.
