About this file

This document is an Antiterrorism Awareness pamphlet for contractors working at Joint Base McGuire-Dix-Lakehurst (JB MDL) in New Jersey. The document provides guidance on recognizing and reporting potential terrorist threats, defining terrorism as "the unlawful use of violence to instill fear and coerce governments or societies," which is often motivated by religious, political, or ideological beliefs. Contractors are instructed to be alert to their surroundings, looking for suspicious activities such as unauthorized surveillance, unfamiliar vehicles, illegally parked cars, and people who don't seem to belong in a specific area.

The pamphlet outlines four Force Protection Conditions (FPCON) levels - Normal, Alpha, Charlie, and Delta - each corresponding to increasing threat levels and requiring escalating security measures. At each level, contractors are advised on specific protective actions, including vehicle inspections, gate guards, ID checks, and potential base evacuation procedures. Contact information is provided for reporting suspicious activities, with the 87th Security Forces Squadron reachable at (609) 754-6001, and emergency numbers for both landline (91-1) and cell phone (609) 754-6001 on the base. The document emphasizes that contractors are "Force Multipliers" providing additional vigilance to help maintain security.
