About this file
This is a Statement of Work (SOW) for the supply and delivery of custom metal-jacketed resistive heaters for vacuum bakeout systems on the Advanced Light Source Upgrade (ALS-U) Storage Ring at Lawrence Berkeley National Laboratory.
The SOW specifies the delivery of 628 custom cable heaters across 11 different configurations, ranging from 1mm to 1.5mm thickness with lengths between 150mm and 5000mm, with power outputs from 30W to 1484W. Deliverables include the heaters themselves, 2-D detailed drawings for each heater type, labeled packaging ensuring traceability, and a comprehensive Quality Assurance documentation package consisting of packing lists, Material Certificates for Inconel 600 jacket material, and Certificates of Conformance. Technical specifications mandate strict tolerances for heater hot zone length (+0/-4mm) and thickness (+/-0.1mm), Inconel 600 jacket material, 316L stainless steel transition material with high-temperature cement potting, 22 AWG stranded nickel-plated copper power leads with radiation-compatible insulation (no Teflon), Type M1 termination, and heater resistance tolerance within +/-10%. All deliverables must be completed within 52 business days following subcontract award. Packaging requirements mandate clean, dry components secured within containers to prevent movement during transport and storage, with containers over 50 lbs. required to be pallet-mounted with clear labeling including delivery address, LBNL technical representative contact information, part numbers, purchase order number, and handling symbols. Acceptance is contingent upon LBNL receipt and approval of conforming deliverables, Certificates of Conformance, and any non-conformance documentation, with LBNL performing a receiving inspection against a functional Acceptance Criteria List.

2.1.1 Components sourcing and spares allocation
Equivalent substitutions: The technical specifications provided in this SOW govern all hardware deliverables. Where specific brands are mentioned, equivalent components are acceptable provided the Offeror demonstrates the substitutions meet or exceed every listed performance and material requirement, regardless of the source manufacturer.
2.2 Quality Assurance (QA) documentation package
A documentation package shall be provided with each delivery to verify component quality and configuration. The required deliverables include:
1. Packing list.
2. Material Certificate.
3. Certificate of Conformance.
Each document must detail the LBNL purchase order (PO) number for traceability purposes, and be provided as either digital copies via email or as physical copies enclosed within the shipping box.
2.2.1 Additional requirements for the required QA documentation
Packing list:
1. Part number and quantities of components contained.
2. Delivery batch number.

3. Package number and total count (e.g. "Box 3 of 5").
Material Certificate:
1. Inconel 600 Jacket material certification
Certificate of Conformance (CoC):
1. Content and traceability: The CoC must certify that the parts comply with the
LBNL technical specifications. It must also meet the manufacturer's datasheet specifications and explicitly trace back to the original authorized distributor or manufacturer. This requirement is necessary to prevent the infiltration of counterfeit components.
2. Component matching: The CoC must include the component’s lot number(s) or date code(s). These markings must physically match the labeling on the components enclosed in the corresponding shipment.

4. A packing slip must accompany each shipment.
5. The outer container must be clearly labeled for identification and handling, including:
a. Delivery address.
b. LBNL technical representative contact information.
c. Part number of the contained components.
d. Subcontract PO number.
e. Orientation and handling symbols, as applicable.
6. The subcontractor must provide the LBNL technical representative with the tracking number for each shipment to facilitate LBNL logistics coordination.
6 ACCEPTANCE CRITERIA
The Notice to Proceed (NTP) to ship is contingent upon LBNL receipt and approval of the following:
1. Deliverables conform to SOW specifications, quantities, and conditions.
2. Certificates of Conformance covering each component and referencing LBNL PO number received.
3. Any applicable non-conformance or deviation documentation received
Upon delivery, LBNL will perform a receiving inspection to verify all items meet the functional acceptance criteria list (ACL). The Subcontractor may request the applicable
ACL. If this inspection reveals a previously undetected non-conformance for which the
Subcontractor is responsible, the Subcontractor must rectify it.
