4. PURPOSE AND NEED FOR ACTION (Identify decision to be made and need date)

1. State the purpose of this action.

This requirement is to supply a contract to provide physical replacement of government-supplied Dust Collection Unit (DCU) filters, bullet collection buckets, 55-gallon DCU drums, cleaning, collection, transportation, and disposal of non-hazardous copper and zinc waste associated with the Combat Arms Range at Building 708.

2. State the need for this action.

Combat Arms is typically responsible for minor maintenance, upkeep and the specialized cleaning required inside the ranges for ammunition residue. This may include items such as routine contractor performed cleaning of range and commercial steel trap residue, repairing damaged facing material on baffles, rebuilding target frames/holders, maintaining shooting barricades, repainting target numbers, close in mowing/weed removal, general clean-up and other maintenance/repair activities.

3. What do you intend to accomplish and why is the action necessary?

The Combat Arms section and CE organization are responsible for upkeep and maintenance of ranges and range facilities. All ranges require comprehensive regular and routine maintenance. A proactive maintenance and self-help program benefit the Combat Arms section in maintaining safe, professional and long-standing facilities. Some operations performed by Combat Arms personnel may require special personal protective equipment and associated training, such as protective suits and respirators. Because these activities require specialized training and personal protective equipment, performance by trained professional contract services is highly encouraged.

5. DESCRIPTION OF PROPOSED ACTION AND ALTERNATIVES (DOPAA) (Provide sufficient details for evaluation of the total action.)

1. What other alternatives have been considered (to include the no action alternative)?

No Action Alternative: Allow contract to expire and fail to execute new contract.

2. What alternatives were eliminated from consideration and why?

The No Action Alternative was eliminated from consideration because it fails to meet requirements of DAFI 36-2654.

The replacement of DCU filters, bullet collection buckets, 55-gallon DCU drums, cleaning, collection, transportation, and disposal of non-hazardous copper and zinc waste is above the level of self-help range maintenance typically performed by CATM personnel. If specialized contracted cleaning services are not acquired, CATM personnel will require specialized training, PPE, explosives vacuum purchase, and will lose training manhours for KAFB personnel requiring weapons qualification.

3. Please provide a description of the environmental management action and timing when it will occur.

***Beginning 1 Oct 24***

• Monthly – The contractor will ensure that the firing range as well the trench at the end of the range near the targets will be free of debris monthly by vacuuming this area out. This includes the collection of ammunition fragments/wood particles in the firing range, which is normally located in the firing bay. This is defined as the entire area forward of the firing line to include the recessed trench prior to the range backstop.

• Quarterly - On a Quarterly basis, the six DCU filters shall be replaced. The government shall provide replacement filters, which the contractor assuming the responsibility of proper disposal of the old filters.

• Annual – The bullet containment system buckets behind the backstop shall be emptied and collected for disposal annually. A total of 85 buckets are located at the rear of the range. Replacement buckets due to wear and tear or damage will be provided by the government.

The 55-gallon collection drum for the DCU will also be removed for disposal and replaced annually or when it reaches visual 75% capacity, whichever occurs first.

The work is to be performed at Building 708 at Kirtland Air Force Base, NM, confined to forward of the red firing line and ending behind the bullet containment system. Firing positions, target shed, and range tower do not require services.

377 MSG/PKA has been in coordination with CE and the NEPA Program Manager.

Regardless of size, all spills must be cleaned up and contaminated materials (e.g. absorbent) must be disposed of IAW State and Federal requirements. Immediately report the spill by calling 846-8222 (24/7). You must speak with someone; leaving a voice message is not sufficient. A completed spill form is required for submittal to Environmental Management and is available at https://www.kirtland.af.mil/Home/Environment/

SUBJECT: Hazardous Material (HM) Requirements for Short-Term Construction Contractors

1. Short-term contractors working less than one year on Kirtland Air Force Base (AFB) must have hazardous materials approved for use by the HM Program, and in accordance with AFMAN 32-7002, Chapter 3, Hazardous Material Management. This process includes the following:

a. Complete the Contractor HM Worksheet and return the worksheet to the HM Program, Building 20685 prior to hazardous materials arriving on Kirtland AFB.

b. Contractor will supply the HM Program with the manufacturer’s Safety Data Sheet (SDS) for each material. SDSs are manufacturer specific and must match all material on-site.

c. The HM Program may conduct a site visit verifying the hazardous material inventory upon arrival and an inventory upon contract completion.

d. Units are not allowed to keep excess materials for touchup or continuing needs, so short-term construction contractors must remove all excess materials from Kirtland AFB at the end of the project.

e. If the contractor is to be working with pesticides or herbicides, they must contact the 377 MSG/CEO Pesticide Management Shop at 846-5842 to coordinate Air Force reporting and management procedures.
