Performance Work Statement
377 WSSS
Bldg. 708 Combat Arms Range
2024 August 21
General Information
The contractor shall provide labor, supervision, and equipment as necessary to clean, collect, profile, manifest, transport and dispose of ammunition waste and target debris from the Combat Arms Range at Building 708 for the 377 WSSS/S4C at Kirtland Air Force Base, New Mexico. The Government will provide replacement filters for the Donaldson Torit Downflo II Dust Collection Unit (DCU), bullet containment system buckets, and 55-gallon drums. Contractor shall meet all requirements discussed in this Performance Work Statement (PWS).
1.0 General: This requirement is to supply a contract to provide physical replacement of government-supplied DCU filters, bullet collection buckets, 55-gallon DCU drums, cleaning, collection, transportation, and disposal of non-hazardous copper and zinc waste associated with the Combat Arms Range at Building 708.
1.1 Background: The Combat Arms Range supports organizations on Kirtland Air Force Base with firearms training utilizing non-lead containing, frangible ammunition.
1.2 Scope: Clean and maintain the firing range components and structures to minimize or eliminate any potential personnel exposure to range personnel (instructors and students). This applies to cleaning the range bay floor, recessed trench at the end of the range, DCU filters and collection drum, and buckets of the bullet collection system. The bay is approximately 108 ft. wide and 75 ft. long. The depth of the backstop is approximately 20 ft. Length of the area behind the firing line is approximately 15 ft. The depth of the recessed trench at the end of the bay is approximately 1 ft.
1.3 Objectives:
• Monthly – The contractor will ensure that the firing range as well the trench at the end of the range near the targets will be free of debris monthly by vacuuming this 108 ft x 75 ft. area out. This includes the collection of ammunition fragments/wood particles in the firing range, which is normally located in the firing bay. This is defined as the entire area forward of the firing line to include the recessed trench prior to the range backstop.
• Quarterly - On a Quarterly basis, the six DCU filters shall be replaced. The government shall provide replacement filters, which the contractor assuming the responsibility of proper disposal of the old filters.
• Semi-Annually – The bullet containment system buckets behind the backstop shall be emptied and collected for disposal semi-annually. A total of 85 buckets are located at the rear of the range. When necessary, replacement buckets due to wear and tear or damage will be provided by the government. The 55-gallon collection drum for the DCU will also be removed for disposal and replaced with a new government provided drum semi-annually, in the first and third quarters of each year.
1.4 Environmental/Training Requirements: The contractor must comply with all training and reporting requirements described within the AF IMT 813 Request for Environmental Impact Analysis (Attachment 1).
1.5 Period of Performance Installation: The period of performance for this requirement shall consist of a base year and four one-year options.
1.6 Re-Performance: Any failure to perform to the requirements listed in this PWS, such as the failure to change out DCU filters/buckets within the established frequencies, will result in a request for a required re-performance within 14 days of the unacceptable performance at the expense of the contractor. Cleanliness of the range bay floor from vacuuming will be visually verified by range personnel and the contractor upon completion of work.
1.6 General Information:
1.6.1 Place of Performance: The work is to be performed at Building 708 at Kirtland Air Force Base, NM, confined to forward of the red firing line and ending behind the bullet containment system. Firing positions, target shed, and range tower do not require services.
1.6.2 Type of Contract: Reserved.
1.6.3 Hours of Operation: The contractor is responsible for conducting business between the hours of 0700-1600, Monday through Friday, excluding federal holidays or when the government facility is closed due to local or national emergencies, administrative closings, or similar government-directed facility closings. The contractor will coordinate with range personnel 30 days in advance prior to cleaning appointments to confirm the range will not be occupied or in-use. If necessary, any changes to this schedule must be requested at least two weeks in advance. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.4 Base Access: All commercial trucks must enter through the Contractor’s Gate located just before the intersection of Gibson and Carlisle. In accordance with the Kirtland Air Force Base Integrated Defense Plan, base entry procedures must adhere to delivery vehicle process requirements mandated by Kirtland Air Force Base. Supplier shall coordinate with the 377 WSSS Combat Arms POC and Security Forces to gain permissions to access the base.
Gate hours of operation are 0530-0900 inbound/outbound and 1530-1730 outbound only. Once at the gate, the driver must be able to show:
• Current vehicle registration
• Current Proof of Insurance
• A valid and current Driver’s License for the driver
• A valid and current Driver’s License or other State Identification for any passenger(s) in the vehicle.
• A Bill of Lading which includes the Air Force installation name, date of anticipated delivery, and specific destination information.
1.6.5 Recognized Holidays: The following holidays are recognized as Federal holidays and Government offices will not be open:

1.6.6 Key Personnel: The Contractor shall provide a Contract Manager and provide a POC name, number, and email who shall be responsible for the performance of the work to the Contracting Officer within one week of contract award. The Contractor shall alert the Contracting Officer immediately upon any changes in the key personnel.
2.0 Government Furnished Items:
2.1 Items: The Government will provide replacement DCU filters, bullet containment system buckets, and 55-gallon drums.
2.2 Facilities: The Government will provide the necessary workspace for the contractor to stage materials on-site and/or within the facility.
2.3 Utilities: The Government will provide electricity and water. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after use.
