About this file

This is a Statement of Work (SOW) for non-nuclear ship repair services, including maintenance, overhauls, and conversions for vessels operating west of the 108th meridian. The work location is Sasebo, Japan, and the contractor must provide all labor required to accomplish the detailed requirements specified in Job Specification 38DJ231103-A01 (Enclosure 1). Performance coordination with the Government Technical Point of Contact is mandatory, and the on-site work schedule will be completed within dates to be specified, with all related work finished by the contract expiration date. The contractor is responsible for providing all necessary materials, equipment, and services (air, power, water, etc.) unless specifically designated as Government Furnished Material (GFM). All technical references cited in the Job Specification must be invoked, including mandatory compliance with Category-I of NSI standards.

The SOW establishes comprehensive security, safety, environmental, and operational requirements. Personnel must obtain security clearances through the Receiving Activities Operations Area or Industrial Area, with exclusions for individuals on probation or parole from felony convictions; foreign nationals require prior written approval from Commander, Naval Sea Systems Command. The contractor must establish and enforce Occupational Safety and Health Administration (OSHA)-compliant safety programs, provide all necessary protective equipment, and coordinate with the Safety Department. Environmental compliance is required across Japanese, Navy, Federal, State, and local regulations, with routine inspections and waste management oversight. The contractor must report all labor hours (including subcontractor hours) via the ECMRA website and submit accident reports to the Contracting Officer Representative, with the Government Technical POC contact information provided in section 10.3 (redacted in document). Ship's Force will operate all shipboard equipment, and the point of contact for contractual matters is the Contracting Officer.
