About this file
Exhibit B is a detailed deliverables document for a Naval food service contract, specifically outlining the contractor's monthly reporting requirements for meal accountability and financial documentation. The document prescribes three key deliverable items: (1) Meal Accountability Forms (NAVSUP 1291 & 1292), which require daily signature records and recapitulations documenting meal head counts and tallies; (2) General Mess Summary Document (NAVSUP 1359), a monthly financial return summarizing subsistence issues, cash collections, and meals served; and (3) Monthly Financial-Return Supporting Documents, which include nine specific forms such as Record of Receipts and Expenditures, Stores Consumed log, Cash Meal Payment Book, and Cash Collection Vouchers.
The documentation must be prepared in Food Service Management (FSM), signed, and submitted to the Contracting Officer's Representative (COR)/Food Service Officer (FSO) within specific timeframes: daily forms by 1000 the next business day, consolidated monthly documents by the 3rd calendar day of the following month, and comprehensive financial packages within five calendar days after the accounting month's end. These detailed submissions support Navy leadership and audit authorities by providing a complete, certified summary of general mess operations, reconciling inventory and cash, establishing cost-per-meal metrics, and ensuring Federal Integrated Accounting and Reporting (FIAR) compliance, all in accordance with NAVSUP P-486 guidelines.
