About this file
This is a combined certifications form required by the City of Little Rock's Finance and Procurement Department for all vendors contracting with the city. The form mandates that contractors must provide written certifications regarding three specific restrictions based on Arkansas state law: the Israel Boycott Restriction (applicable to contracts valued at $1,000 or greater), the Illegal Immigrant Restriction (for contracts valued at $25,000 or greater), and the Energy, Fossil Fuel, Firearms, and Ammunition Industries Boycott Restriction (for contracts valued at $75,000 or greater). Contractors must certify they do not currently engage in boycotts of Israel, do not knowingly employ illegal immigrants, and do not boycott energy, fossil fuel, firearms, or ammunition industries for the duration of their contract term.
The form requires contractors to check boxes confirming compliance with all three restrictions and includes spaces for the vendor name, City of Little Rock supplier/vendor number, contractor signature, and date. The certifications reference specific Arkansas Code Annotated sections (§ 25-1-503, § 19-11-105, and § 25-1-1102) as the legal basis for these requirements. Contractors must also agree to notify the city in writing if their status changes regarding any of these restrictions during the contract period, and the form serves as a mandatory compliance document for all city contracting processes regardless of the specific goods or services being procured.
