About this file

This is a Certification Regarding Lobbying form required for submission with bids exceeding $100,000 in connection with a Harris County Sheriff's Office procurement for stab-resistant vests for detention officers. The certification document establishes the legal framework and disclosure requirements that bidders must complete and submit as a prerequisite to award. The form serves as a material representation of fact acknowledging compliance with federal lobbying restrictions under 31 U.S.C. Section 1352, as amended by the Lobbying Disclosure Act of 1995.

Bidders must certify that no federal appropriated funds have been paid or will be paid to influence federal or congressional officials in connection with this contract award. If non-federal funds have been or will be used for lobbying activities, bidders are required to complete and submit Standard Form-LLL disclosing such activities. Bidders must also ensure that identical certification language is incorporated into all subaward documents at every tier. Failure to file the required certification subjects bidders to civil penalties ranging from $10,000 to $100,000 per violation. The form includes sections for reporting entity information, federal agency details, lobbying registrant names and addresses, and signatures from authorized bidder officials, with all disclosures subject to semi-annual congressional reporting and public inspection.
