About this file

This document is a Certification Regarding Lobbying form (Attachment C) required for federal contract bids exceeding $100,000. The certification requires bidders to affirm that no federal appropriated funds have been or will be paid to influence or attempt to influence government officials in connection with awarding federal contracts, grants, loans, or cooperative agreements. Bidders must disclose any non-federal funds used for lobbying activities by completing Standard Form-LLL and include this certification language in all subaward documents.

The document outlines significant legal and financial penalties for non-compliance, including civil penalties ranging from $10,000 to $100,000 for each failure to file the required certification. The form provides detailed fields for reporting the type of federal action, status of the action, reporting entity information, federal department/agency details, and specifics about lobbying registrants and individuals performing lobbying services. Submission of this certification is a prerequisite for entering into federal transactions and is considered a material representation of fact subject to federal regulations under 31 U.S.C. § 1352.
