About this file

This is a Scope of Work document for the Utah State Board of Education (USBE) in partnership with the Utah Afterschool Network (UAN) for an Afterschool Program Quality Assessment and Improvement Grant spanning July 1, 2026 through June 30, 2031. The primary deliverables include establishing and maintaining a comprehensive professional development and learning system for afterschool program staff through multiple mechanisms: a statewide blended learning professional development system featuring an annual conference, regional training events, an eLearning Institute, topic-based training sessions, and professional learning communities. Additional key deliverables encompass quality afterschool training, mentoring, technical assistance, and program observations provided by Afterschool Consultants to 21st Century Community Learning Centers (CCLC) grantees; Salesforce database administration and data system support through a dedicated Data Specialist; and development and enhancement of a Quality Improvement Model utilizing Program Quality Assessment tools. The UAN Professional Learning System Team will organize and facilitate planning meetings, coordinate event materials, provide fiscal and logistical oversight, and maintain stakeholder communication. Reporting requirements include monthly reports detailing observations and site visits, and annual reports due June 20 documenting program quality improvements, professional learning events, attendee numbers, and specialized impact reports including Jump Start Impact Report, Well-Being Institute Report, and Recharge report.

The total contract budget is $1,298,875.00 ($259,775.00 per fiscal year) with contract amendments anticipated annually prior to the end of each fiscal year. UAN will provide office space, furniture, computers, and resources supporting hybrid work arrangements for team members, and will reimburse staff for cellular telephone and work-related travel expenses according to UAN policy. This is a sole source procurement award without standard procurement process engagement, indicating UAN has been identified as the only qualified source for this specialized service. Professional development and technical support will align with statewide out-of-school time quality improvement efforts utilizing various assessment data sources including Quality Tool submissions, Program Quality Assessment observation data, and program surveys to identify improvement needs and develop action plans.
