About this file

This Scope of Work attachment details aerial herbicide application services requested by the Utah Division of Wildlife Resources (UDWR) in conjunction with the State Trust Lands Administration (STLA). The project involves aerial application of Plateau Herbicide across 2,431 acres located on SITLA properties within Millard, Juab, Utah, and Tooele Counties, specifically in association with six fire restoration projects: Tower, Wild Goose, Iron, Cherry, Goshen, and Stookey. Treatment areas are situated in moderate to high rolling topography across multiple counties, with nearest airports designated as Richfield, Fillmore, Nephi, Provo, and Tooele depending on project location. Herbicide application must commence on or before September 29, 2026, with all work completed by October 15, 2026. No mandatory site visit or bidders' conference is required. The contract will be awarded to the lowest cost responsive and responsible vendor through a single award process. The contractor must guarantee pricing for project completion.

Bids must be submitted on a cost-per-acre basis. The successful applicator is responsible for supplying all herbicide application materials, including Plateau Herbicide at 4 ounces per acre, Crop Oil at 4 ounces per acre, and 5 gallons of water carrier per acre, along with a water-conditioning agent. Equipment specifications require CP nozzles of 500–700 micron size and GPS technology for establishing 100% coverage flight lines. The contractor must possess prior aerial herbicide application experience, with negative references grounds for bid denial. Spraying must commence by 8:00 a.m. to minimize drift, with operations suspended if wind speeds exceed 5–10 miles per hour. All GPS coverage data must be provided in Trimble, ARC/INFO, or ARCVIEW electronic format in UTM projection using North America Datum 1983. Any subcontractors must be identified in the bid submission and sign a waiver and release form prior to work commencement. UDWR/STLA reserves the right to cancel the contract if weather conditions indicate high probability of application failure.
