About this file

This is an Award Memo from the State of Utah Division of Purchasing and General Services regarding the JH27-114 Trust Land Fire Restoration 2026 Plateau Herbicide Aerial Application Project. The procurement involved the aerial application of Plateau Herbicide on 2,431 acres located on State Infrastructure and Transportation Lands Authority (SITLA) properties within Millard, Juab, Utah, and Tooele Counties. The project supports fire restoration efforts for the Tower, Wild Goose, Iron, Cherry, Goshen, and Stookey Fire Restoration Projects. The solicitation was structured as an Invitation for Bid (IFB) with no mandatory site visit requirement. The contract must be completed by October 15, 2026, and responses were evaluated according to criteria stated in the original solicitation documents.

The award was made to the lowest cost responsive and responsible vendor as anticipated in the IFB. The vendor must guarantee its pricing for the completion of the entire project. This Award Memo serves as the Division's intent to award notice, but it does not constitute an executed contract. The selected vendor cannot begin work, purchase materials, or enter into subcontracts until both the recipient and the Division of Purchasing and General Services have signed the final contract or executed purchase order. Vendors have seven days from the issuance of this notice to submit any protests of the award decision in writing. Additional details regarding the awarded vendor and supporting documentation are available on the Utah purchasing website at https://purchasing.utah.gov/.
