About this file

This is a Scope of Work document issued by the State of Utah Division of Purchasing in collaboration with the Watershed Restoration Initiative and the U.S. Fish and Wildlife Service for wetland dike maintenance and bank stabilization work in Penrose, Utah. The project requires contractors to repair approximately 400 linear feet of eroding dike, restore the structural integrity and safety of the existing crest, and install protective armoring to prevent further degradation caused by livestock and wildlife. The work scope includes crest repair to a uniform 12-foot width, pipe correction and realignment, slope stabilization to a 3:1 ratio on both sides, proper compaction of fill material in 6-inch lifts with benching at the interface with existing structure, application of 4 inches of compacted 1-inch minus road base to the top surface with slight 2% crown, and installation of 6- to 10-inch fractured angular rock armoring at a minimum thickness of 12 inches extending at least 2 feet below the standard water line. Estimated material quantities include 240–260 cubic yards of fill dirt, 60–70 cubic yards of pit run road base, and 375–400 cubic yards of slope riprap. All work must be completed and invoiced by June 30, 2026, with a project performance window of May through June 2026. A pre-work conference meeting is required prior to beginning any groundwork.

Contractors must have a minimum of five years' experience performing similar work in Utah, possess or secure all necessary equipment including data logging GPS capability, maintain current insurance in the State of Utah, and demonstrate commitment to project continuity by keeping equipment mobilized and dedicated to the project until all phases are 100% complete. Contractors are responsible for material sourcing and delivery, site preparation, cleanup, and all mobilization costs. The contract award will be made to the lowest cost responsive and responsible vendor, with pricing guaranteed for the duration of the project through June 30, 2026. No specific set-aside provisions, incumbent information, or alternative funding sources are identified in the documentation.

Average height of 3ft.

Environment: Wetland area. All work is to be performed as repair of a currently serviceable structure. Contractors must minimize machinery footprint outside the immediate dike footprint. Staging areas will be identified at the pre-bid meeting.

Technical Specifications:

Crest Repair: Restore and stabilize the top maintenance surface to a uniform 12-foot width.

Pipe Correction: Existing pipe will need to be reset to its’ original alignment and properly stabilized prior to backfilling.

Slope Stabilization: Both sides of the dike shall be repaired to a 3:1 slope to ensure long-term bank stability.

Compaction: Fill material used for repair must be placed in 6-inch lifts and compacted. The interface between the existing structure and new fill must be "benched" (stepped) to ensure a structural bond and prevent future sloughing.

Surface Material: The top 12' width shall be capped with 4 inches of compacted 1” minus road base. Surface shall be slightly crowned (2%) to facilitate drainage.

Slope Armoring: Both banks shall be covered with 6” to 10” fractured/angular rock at a minimum layer thickness of 12 inches. Armoring must extend at least 2 feet below the standard water line.

Estimated Quantities:

o NOTICE TO CONTRACTOR: The quantities listed below are estimates provided for bidding context. The contractor is solely responsible for verifying site dimensions and calculating the final quantities required to meet the project specifications. The contractor must ensure the delivered amount is sufficient to complete the entire 400-foot project to the specified 12-foot width and 3:1 slopes.

Fill Dirt (Estimated 240–260 cubic yards): Pit Run

Road Base (Estimated 60–70 cubic yards): 1” minus crushed rock/gravel.

Slope Riprap (Estimated 375–400 cubic yards): 6”–10” fractured/angular rock.

Contractor Responsibilities:

Project Continuity & Commitment: Once mobilization begins, the contractor and necessary equipment must remain on-site and dedicated to this project during normal working hours until all phases (earthwork, armoring, and capping) are 100% complete.

"Job hopping" or removing primary equipment before completion is not permitted.
