About this file

This is a reference guide issued by the Access Control Office of Albuquerque International Sunport, owned and operated by the City of Albuquerque, New Mexico. The document outlines procedures and requirements for companies and personnel conducting business at the airport to obtain Airport ID Badges and access to security-restricted areas in compliance with Transportation Security Administration (TSA) regulations. The guide establishes that written authorization from the appropriate Aviation Division must be obtained before badge applications are processed, and that all personnel must complete fingerprinting, background checks, and required security training before badge issuance. Authorized agents must successfully clear security background checks, complete Security/Ramp Training, attend annual Authorized Agent Training, and maintain an active Airport ID Badge. The Access Control Office operates Monday through Thursday from 7:00 AM to 4:00 PM and Friday from 7:00 AM to 1:00 PM, with fingerprinting, security training, and authorized agent training available by appointment only.

The document details associated airport fees including badge applications ($20), badge replacements ($20-$150 depending on circumstances), badge renewals ($20), fingerprinting ($35), contractor deposits ($250), and administrative fees ($20 per application). Security violations are strictly prohibited, including loaning badges, tailgating into secured areas, blocking doors, and driving on restricted areas without authorization. Penalties for violations are substantial, with companies subject to fines up to $25,000 per violation and individuals subject to TSA fines up to $17,062 per violation. The Airport reserves the right to deactivate badges for non-payment and to deny future badge issuance for violations. All employees and vehicles are subject to search at any time, and new hire employees may be escorted in restricted areas for a maximum of 15 consecutive calendar days before receiving their own badge.

QUICK REFERENCE GUIDE

The Albuquerque International Sunport is owned and operated by the City of

Albuquerque. In accordance with the Transportation Security Administration (TSA) regulations, the Airport requires that all companies conducting business at the Sunport participate in the TSA approved Airport Security Plan (ASP).

To obtain Airport ID Badges:

1) The Access Control Office must receive written confirmation from the appropriate

Aviation Division(s) that the company / agency is authorized to conduct business at the Sunport.

2) After confirmation is received, the authorized agent for the company should contact the Access Control Office to inquire and arrange for required paperwork for themselves and their employees. Please provide a signed Signature Sample Form that this will stay on file with the Access Control Office. We use the information contained on these forms to verify requests, applications, terminations, additional access, and cancellations of Airport ID Badges and keys. Information will only be provided to and accepted from, people on this list. Persons wanting to be an authorized agent will need to:

A. Successfully clear security background checks.

B. Successfully pass Security/Ramp Training.

C. Attend an annual Authorized Agent Training Class.

D. Have an active Airport ID Badge.

3) Fingerprinting is required of all personnel requesting an Airport ID Badge or

Authorized Agent authority. Fingerprinting is conducted at the Access Control Office during the stated hours, by appointment only. The Access Control Office must receive a complete and correct application before fingerprinting will occur. EVERYONE must provide appropriate I-9 documents. Only non-expired original documents will be accepted, one of which must be a government issued photo ID. A Security Threat

Assessment (STA) is also performed from information collected. These results may take thirty (30) to forty-five (45) days Note: Government agencies and airlines may submit CHRC certifications, but fingerprints will be taken for STA.

4) All personnel requesting an Airport ID Badge must successfully pass Security

Training. If duties encompass driving on the Air Operations Area or perimeter roadways, then Ramp Driving training is also required.

5) Once the Access Control Office has received all required paperwork, clear fingerprint CHRC and STA results, and the appropriate training class has been passed, your employees may come in to receive their Airport ID Badge, and keys if applicable. Large groups should be coordinated with the Access Control Office prior to assembling at the Access Control Office. Please contact our office for complete details.

Special Note: A valid driver’s license is required if Ramp Driving or exterior gate access is requested, including parking lots. All contractor ramp driving must be requested through the Aviation Project Manager and approved by the Operations Manager.
