About this file

This is a technical specifications document for the Alaska Native Tribal Health Consortium (ANTHC) regarding residential well and septic system installations in Nome, Alaska, as part of the "Scattered Sites Phase II" project. The specifications outline comprehensive requirements for installing water supply wells and onsite septic systems for three selected residences, with work to be completed by July 31, 2026 (substantial completion) and August 31, 2026 (final completion). The contractor must furnish all labor, materials, equipment, tools, services, testing, and incidentals necessary to complete the work according to detailed technical specifications covering earthwork, electrical systems, insulation, well drilling and installation, septic tank and drainfield systems, and site restoration including landscaping and seeding.

The specifications include extensive submittal requirements, quality assurance protocols, and compliance with federal, state, and local regulations including ADEC (Alaska Department of Environmental Conservation) requirements. The contractor must provide various permits and licenses, maintain comprehensive documentation including daily reports and construction photographs, and submit as-built drawings and operation/maintenance manuals upon completion. The document references multiple technical standards (ASTM, AWWA, IAPMO) and requires specific materials and installation methods suitable for Alaska's harsh climate conditions, including specialized insulation requirements and freeze protection measures. All work must comply with the Uniform Plumbing Code and various environmental protection regulations, with particular attention to proper waste disposal and erosion control during construction activities.

1.1 SECTION INCLUDES

This section describes the requirements for submittal or substitution of project related materials.

1.2 GENERAL

Where required by the Specifications, descriptive information shall be submitted to the ANTHC to enable evaluation of whether the proposed materials, equipment, or methods of work are in compliance with the Construction Documents. The information submitted shall consist of drawings, specifications, descriptive data, certificates, samples, test results, and other information specified herein.

Section 00 63 13: Request for Interpretation Form

Section 01 78 00: Project Record Documents

Section 01 78 23: Operation and Maintenance Data

Attachment: Design Clarification Verification Request (DCVR) Form

PART 2 - PRODUCTS

PRODUCT OPTIONS

1. Standards of quality are established in the Construction Documents. The ANTHC has not agreed to the substitution of materials or methods called for in the Construction Documents, except as they may specifically otherwise state in writing.

2. Materials and/or methods specified by name: Where materials and/or methods are specified by naming one single manufacturer and/or model number, without stating that equal products will be considered, only the material and/or method named is approved for incorporation into the work.

3. Where materials and/or methods are specified by name and/or model number, followed by the words "or equal":

4. The material and/or method specified by name establish the required standard of quality;

5. Proposed materials and/or methods to be used in lieu of materials and/or methods so specified by name shall in all ways equal or exceed the qualities of the named materials and or methods.

6. The following products do not require further approval except for interface within the work:

01 33 00 - 2

7. Products specified by reference to standard Specifications such as ASTM and similar standards;

8. Products specified by manufacturer's name and catalog model number.

9. Where the phrase "or equal" occurs in the Construction Documents, do not assume that the materials, equipment, or methods will be approved as equal unless the item has been specifically so approved for this work by the ANTHC.

10. Regarding Brand names in engineering drawings and technical specifications: While specific brands are listed based on availability and meeting certain criteria, alternatives can be considered. However, any substitutions must undergo review by the Engineer-of- Record to ensure they meet project requirements and design intent.

a. Note: Whenever a manufacturer's name, model number or part number is called out, the material specified can be assumed to have "or approved equal" consideration. If an item, other than the manufacturer called out, is being proposed, the burden is on the Contractor to provide enough technically detailed information that an alternative item can be considered for review and approval or rejection.

PART 3 - EXECUTION

3.1 TRANSMITTAL PROCEDURE

3.2 General:

Submittals regarding material and equipment shall be accompanied by a transmittal form. A separate form shall be used for each item or class of material. Submittals for several items shall be made with a single form when the items together constitute a manufacturer's package or are so functionally related that expediency indicates checking or review of the group or package as a whole.

A unique number, sequentially assigned, shall be noted on each transmittal form.

Deviation from the construction documents, proposed material or equipment, which does not conform to the Specifications and Drawings, shall indicate so on the transmittal form accompanying the submittal.

Submittals will be required at the initiation of the contract for all materials. These submittals will be kept on file. The materials installed without an approved submittal may be rejected by the ANTHC and replacement required at the Contractor’s expense.

3.3 SUBMITTAL CONTENTS

Drawings:

1. Submit two reproductions, which will be retained by the ANTHC. One electronic copy, in PDF format can be submitted in lieu of hard copies.

2. Standard submittal sizes shall be 8½ by 11 inches, 11 by 17 inches and 22 by 34 inches.

Product data: Submit three copies of which the ANTHC will retain two. One electronic copy may be submitted in lieu of hard copies.

01 33 00 - 3

Samples: Submit the number or quantity stated in the applicable specification section.

Certifications: Certificates will be acknowledged. No copy will be returned.

The submittal document shall be organized by specification section number and shall include the following information for all listed items:

Submittal numbers.

Submittal date.

Projected review and acceptance dates needed for on-time completion of the work. The document shall provide adequate time allowance for review and acceptance by the ANTHC and by others when required

3.4 REVIEW PROCEDURE

Within 14 days after receipt of the submittal, the ANTHC will review the submittal and return the marked-up reproducible original.

The returned submittal will indicate one of the following actions:

If the review indicates that the material, equipment, or work method is in general conformance with the design concept and complies with the Drawings and Specifications, the submittal will be marked "NO EXCEPTIONS TAKEN." In this event the Contractor may begin to implement the work method or incorporate the material or equipment covered by the submittal.

If the review indicates that the submittal is insufficient or that limited corrections are required, the submittal copies will be marked "MAKE CORRECTIONS NOTED." The Contractor may begin implementing the work method or incorporating the material or equipment covered by the submittal, in accordance with the noted corrections. Where submittal information will be incorporated in operation and maintenance data, a corrected copy shall be provided within 30 days, otherwise no further action will be required.

If the review reveals that the submittal is insufficient or contains incorrect data, the submittal copies will be marked "RESUBMIT AS NOTED." The Contractor shall not undertake work covered by this submittal until the attached comments have been either confirmed by a separate written communication or the submittal has been revised, resubmitted, and returned marked either "NO EXCEPTIONS TAKEN" or "MAKE CORRECTIONS NOTED."

If the submittal is incomplete or does not comply with the Drawings and Specifications, the submittal copies will be marked "NOT REVIEWED." In this event, the Contractor must resubmit the proper material, equipment and work method in general conformance with the Drawings and Specifications. Except at his/her own risk, the Contractor shall not undertake work covered by this submittal until the attached comments have been either confirmed by a separate written communication or the submittal has been revised, resubmitted, and returned marked either "NO EXCEPTIONS TAKEN" or "MAKE CORRECTIONS NOTED."
