About this file

This is a Proprietary Information disclosure document from the City of Arlington, Office of Procurement, related to a Request for Proposals for Water Risk Assessment Analysis. The solicitation seeks a machine learning-based solution for assessing and prioritizing risk exposure of the water main network managed by Arlington Water Utilities (AWU). The initiative aims to apply advanced data analytics to support data-driven planning and capital improvements prioritization. The City of Arlington encourages electronic submission of proposals but accepts sealed paper submissions labeled with company name, solicitation number, and title. Late proposals will not be accepted, and the City exclusively uses Bonfire for solicitation notification and dissemination. Submissions received through other channels may be incomplete and potentially non-compliant.

The document establishes that all material submitted to the City becomes public property subject to the Texas Public Information Act upon receipt. Vendors must clearly mark proprietary information by including the word "PROPRIETARY" in all caps and highlighted yellow on the bottom center of each page at the time of submittal. However, pricing may not be marked proprietary and will be made publicly available in a bid/proposal tab following review of all submissions. Failure to identify proprietary information results in unmarked sections being deemed non-proprietary and available upon public request. The City will endeavor to protect marked proprietary information from disclosure to the extent allowed by law, though the final decision regarding disclosure rests with the Texas Attorney General.
