4 Project Team RFP Reference: APP Portal, Financial Questionnaire, Proposal Requirements for Qualification and Experience, Project Team

The following section describes NEC’s project team organization, key personnel roles and responsibilities, experience and length of time established as a business, capabilities as an organization, and qualifications. It also identifies the amount of time NEC has been providing technology solutions as described in the Scope of Work of the ADOT ECD DLSS RFP.

4.1 Project Team Organization

NEC has established a formal organization responsible for executing the total effort required to successfully deploy the proposed solution and to produce all related work products in accordance with the ADOT ECD DLSS RFP. The project team will include dedicated resources for key functions for the duration of the implementation and transition to operations. Engineering and integration personnel will implement the overall Facial Recognition System (FRS) and stage the solution environments with participation by the QA Manager and overall management by the Project Director. NEC will provide experienced integration personnel to ensure a low-risk migration to the new technology.

Upon ADOT’s acceptance of the proposed solution, the project management team will transition out and the operations team will assume responsibility for ongoing operations and maintenance.

NEC’s management organization for the DLSS project includes highly qualified key personnel. NEC will provide Eugene Le Roux (Vice President, Digital Government and International Operations) as Executive Sponsor. Mr. Le Roux reports directly to the Vice President of ARS and Chief Experience Officer (CXO) and is empowered to apply required resources to the project and escalate issues to NEC Executive Management as needed. To ensure a successful project, it is critical that ADOT also assign an Executive Sponsor with similar responsibilities.

NEC will also provide three senior-level resources to the project: Kris Ranganath, Chief Technology Officer (CTO), ARS and NEC Digital Platform; Dan Cinnamon, Director of ARS Project Management Office; and Jeff Siao, Sr.

Manager of ARS Customer Service and Support. Mr. Ranganath manages the product and solution development group and will be serving as the technical advisor for the proposed FRS solution. Mr. Cinnamon will serve as the Project Director and have overall account management responsibility, interfacing with the Executive Sponsorship team to ensure all project expectations are being met. Mr. Siao will be directly responsible for daily operational oversight, from project inception through implementation, deployment, acceptance, and maintenance and support for all field operations. Another key member of the NEC team is Kelly Gallagher, Sr. Account Manager, who will provide overall engagement management responsibilities for the DLSS project.
