About this file
This is an Approved Specifications document for a playground repair project issued by Utah Schools for the Deaf and the Blind (USDB) in Springville, Utah, prepared by BBA Architects, LLC. The project involves the removal of existing playground safety surface and replacement with specified protective surfacing materials and methods at the USDB Springville Campus location (1160 W. 900 S., Springville, Utah 84663). The work is designated as a Stipulated Sum contract with an Owner's Project Number 27241230 and Architect's Project Number 26113. Bids are to be submitted via the U3P procurement website according to a schedule identified in DFCM's Bid solicitation; bidders must submit questions no later than three days prior to the bid due date and substitution requests no later than five days prior. A pre-bid site tour and bidders conference are scheduled as indicated in the DFCM Bid solicitation. Bids shall remain irrevocable for sixty days after submission, and the Notice to Proceed is expected within seven days of the bid due date. The completion date will be determined later and is noted as critical due to Owner's operational requirements.
The specifications detail requirements for removing existing playground safety surfaces, correcting subgrades, and installing new poured-in-place protective surfacing with EPDM wearing layers over recycled rubber impact-attenuating substrates complying with ASTM F1292 standards. Two alternates are available for pricing: Alternate No. 1 provides for upgrading the EPDM wearing layer from 1/2 inch to 3/4 inch thickness in existing safety surface areas, and Alternate No. 2 addresses removal and replacement of existing wood chip surfaces with 3/4 inch thick playground safety surfacing. Acceptable manufacturers include No Fault Sport Group, Play Safe Surfacing, Inc., and Hanover Specialties Inc., with substitutions allowed per Section 016000 requirements. The Contractor must provide performance assurance bonds, maintain a security program with restricted site access, furnish temporary utilities and facilities, comply with construction waste management and recycling requirements, and submit project record documents, operation and maintenance data, and warranties upon project closeout. The Owner will continue to occupy adjacent portions of the campus during construction, requiring coordination to minimize operational disruption.
