About this file

This document is a Change Request Form (UT-CR021) submitted to CGI by the Utah Department of Air Quality (UDAQ) on July 16, 2025, to modify an existing contract for database development and management services. UDAQ has requested CGI's assistance in developing a system to receive, review, and ingest large spreadsheets of emissions inventory data submitted through a web form, replacing the current manual process utilizing Qualtrics and custom scripts. The proposed solution includes two primary deliverables: a public web form that allows users to upload emissions spreadsheets along with supporting documentation, submitter contact information, and digital signatures, which will write records directly to the TEMPO360 database; and a new TEMPO360 screen that displays all emissions summary submissions with search functionality and allows staff to review, reject, accept, or ingest submission data into custom database tables. The project encompasses development of validation processes, file management capabilities including the ability to upload final versions of reviewed documents, and data ingestion procedures that extract spreadsheet data into UDAQ-created tables within the TEMPO360 schema without creating a central file footprint.

The change request is estimated at 475 hours of work and requires both a Joint Application Design (JAD) session and written design documentation. To accommodate this change request, UDEQ agrees to amend contract #256027, originally dated January 29, 2025, increasing the maximum contractual value from $631,710 to $712,735, representing an increase of $81,025. The change request does not specify a completion date, renewal options, or site visit requirements. The implementation will involve annual emissions submissions that overwrite previously stored data and will require system enhancements to add submission year identifiers and unique record identifiers for each submission and related equipment entries.

Description of Desired Change(s)

UDAQ has requested CGI’s help to receive, review then ingest a large spreadsheet submitted through a web form. Currently these files are accepted through a Qualtrics web form then scripts are created to pivot data into custom tables within the TEMPO360 database.

CGI Response (For CGI Use Only)

CGI suggests the following solution for the import of Emissions Inventory submissions.

Public Web Form

1. CGI will develop a web form that will allow a user to upload spreadsheets. The data to be submitted incudes:

• Name

• Email

• Phone

• Emissions Submission (spreadsheet)

• Additional supporting documentation (file uploads)

• Signature of submitter

• Timestamp

Upon upload of the spreadsheet and documentation, the web form will write a record to the TEMPO360 database for the submission along with any supporting file submissions . The spreadsheet and supporting files will be uploaded into the NON_CENTRAL_FILE_BLOB table. The submissions will not have an entry in the Central File.

Options for how to capture Signature of the submitter will be explored during the design phase.

New TEMPO360 Screen

• CGI will develop a new screen in TEMPO360 which shows all Emission Summary submissions. This screen will be launched from a menu option.

!"#$#%C' !"#$ !"#$%& !"#

• The screen will display recently submitted Emission Summary submissions by default but additional search criteria can be added to the screen for retrieving submissions.

• Submissions are received for Owners, which are TEMPO360 Organizations.

• Staff will be able to download the submitted workbook and any provided supporting documentation files.

• Staff will be able to ‘Reject’ or ‘Accept’ a submission after a review of the provided files. If the submission will be Rejected’, staff should be able to mark that as a status for the entire submission.

• If the submission will be accepted, staff will make refinements to their offline copy of the workbook ,then upload a

‘Final’ version of the workbook within the screen. Therefore, the screen must allow for uploading and replacing the original submission documents.

o A file can be changed to final without any changes being made as well.

• Once submitted documents are reviewed, staff will take an action on the screen to initiate the ingestion of data from the version of the file they uploaded to mapped table locations.

o Some basic validations may be desired, but most content validity is determined by staff.

o “Ingest into TEMPO” means to extract data from spreadsheets into tables created by UDAQ into the

TEMPO360 schema. These are tables that start with the prefix of “OG” and are not part of the TEMPO360 baseline. No Central File footprint will be created in this ingestion process and the data will not be visible through the front end of TEMPO360 other than the new screen which allows the triaging of the submission queue.

o There may be multiple submissions per year and they would overwrite previously inserted data for if data already exists for that year.

• When a submission is ingested each year, the spreadsheets do not currently have a submission year on them.

The process will need to add a year when storing the spreadsheet data.

• A unique ID will need to be added for each record. Additionally, one of the tabs on the spreadsheet has multiple rows for one Site ID and will need a unique ID for the equipment there as well.

o The “OG” tables currently are created in our DB for review.
