About this file
This is a Request for Proposals (RFP) issued by the Susquehanna Regional Transportation Authority (SRTA), operating as rabbittransit, soliciting consulting services to evaluate existing and proposed intercity bus (ICB) routes, ridership patterns, and feasibility across Pennsylvania. SRTA serves twelve counties in central Pennsylvania and seeks comprehensive market analysis to inform the development of the 2026-2027 ICB Request for Proposals and support statewide planning efforts administered by PennDOT. The scope requires qualified consulting firms to conduct literature reviews, supply and demand assessments, gap analysis, and develop evaluation criteria and service prioritization frameworks for future ICB procurement. Proposals are due at 2:00 PM on May 25, 2026, with questions accepted until 2:00 PM on May 11, 2026. Possible interviews are scheduled for the week of June 1, 2026, with a contract start date of July 1, 2026. All submissions must be made through the PennBid.net platform and include technical proposals, signed pricing forms, required certifications, and supporting documentation as specified in the RFP.
The project deliverables include a draft report for SRTA review, a final report in editable and PDF formats with executive summary, methodology description, existing conditions analysis, demand analysis, service gap analysis, corridor analysis, evaluation criteria, and recommendations, along with all supporting data and models. The contractor must complete milestones aligned with a September 7, 2026 RFP release timeline and provide an in-person presentation of findings to SRTA and stakeholders. Proposers must establish milestones with associated costs in the provided Excel pricing form, with the final milestone (turnover and acceptance) representing no less than five percent of total contract value. The contract is funded through Federal Transit Administration (FTA) assistance via PennDOT, requiring compliance with all applicable federal and state laws, regulations, and FTA requirements including Buy America provisions, disadvantaged business enterprise (DBE) participation goals of 2.11%, civil rights compliance, and standard insurance requirements. SRTA retains ownership of all data, reports, and work products generated under the contract and reserves the right to assign contract benefits to other public agencies under the same terms and conditions.
