About this file
This is a Request for Proposal issued by South Weber City, Utah, for annual audit services of the city's financial statements. South Weber City, located in northern Davis County with approximately 8,155 residents, seeks a certified public accounting firm to conduct a financial audit for the fiscal year ending June 30, 2026, in accordance with generally accepted auditing standards, AICPA guidelines, and Government Auditing Standards. The audit must be completed and the report issued prior to November 30, 2026, with presentation to the City Council at their December meeting. The engagement is anticipated to initially cover three years (fiscal years 2026, 2027, and 2028) with an option to extend for two additional years (fiscal years 2029 and 2030). The proposal deadline is June 5, 2026, at 5:00 p.m. MST, submitted electronically through the Utah Public Procurement Place (U3P). Questions regarding the solicitation must be submitted by June 1, 2026, at 12:00 p.m. MST through the U3P portal. No site visits or bidders conferences are specified in the RFP.
Proposals will be evaluated on ten criteria totaling 280 points: geographic location of key personnel (10 points), firm size and structure (10 points), staff continuity capability (10 points), technical experience (20 points), experience with similarly-sized cities (30 points), staff qualifications (30 points), audit performance experience (20 points), reasonableness of time estimates (20 points), reference comments (20 points), and cost proposal (30 points). The cost formula applies a multiplier based on the ratio of proposed price to the lowest proposed price. Proposers must provide a not-to-exceed fee on an annual basis for three years, inclusive of all travel, per-time, and out-of-pocket expenses. South Weber City's total revenue for fiscal year 2025 exceeded $12 million with a current fiscal year budget of approximately $13 million; federal expenditures are less than $500,000, so no single audit is required. The city uses the Caselle ERP system and maintains eight primary funds across governmental, enterprise, and internal service categories. No incumbent is identified. Payment will be made upon receipt of all required audit reports, and the selected firm's work papers and reports must be retained for three years following audit completion.
