About this file
This is a cost proposal form for snow removal services issued by the State of Utah Division of Facilities Construction and Management (DFCM) for three service locations: Price DABS #7, Department of Natural Resources, and Public Safety. The solicitation requests bids for snow removal and ice control services under a three-year contract term. Contractors must submit hourly rates for snow plowing and snow shoveling services, as well as cost per pound pricing for ice melt materials. The form requires contractors to provide pricing for all three contract years, with service details outlined in the accompanying Snow Removal Scope of Work document.
Cost proposals will be evaluated by averaging the proposed costs for each service line item across the contract years, then ranking contractors against one another. The evaluation uses a tiered point system with a 20% spread between rankings: snow plowing receives a maximum of 50 points, snow shoveling receives 35 points, and ice melt materials receive 15 points. The contractor submitting the lowest hourly rate for each service line item will receive the maximum points available for that item, while subsequent ranked bidders receive proportionally reduced points based on the 20% spread formula. This scoring methodology applies to all three contract years.

| Evaluation of Cost Proposals |
| For each year the cost proposed for each service line item will be averaged to provide one cost. Each service line item will be ranked against other bidding contractors (1,2,3,etc.). For each service line item, the contractor ranked '1' will receive the maximum points for that item. All other contractors will be assigned points with a 20% spread between rankings. Example: The maximum point value for service line item #1 is 50 points. The contractor with the lowest hourly rate will receive a ranking of '1' for that line item and will receive 50 points. The contractor with the second lowest bid will be ranked '2' and will receive 80% of the possible 50 points for that line item, etc. The point values for each service line item are provided below. |
| Service Line Item Point Values | |
| 50 | Snow Plowing Hourly Rate |
| 35 | Snow Shoveling Hourly Rate |
| 15 | Ice melt materials per pound |
