About this file

This document is a Non-Collusion Affidavit for Columbia County, Georgia, related to a landfill post-closure care and corrective action plan project. The affidavit requires bidders to swear that they have not engaged in collusive, conspiratorial, or fraudulent bidding practices for the contract, which involves post-closure care and maintenance services for the county's closed municipal solid waste landfill located on Baker Place Road. The project scope involves ensuring compliance with U.S. Environmental Protection Agency regulations for municipal solid waste landfills, with a standard post-closure care period typically lasting a minimum of 30 years.

The contract focuses on comprehensive landfill operations, including periodic inspections and regulatory reporting to maintain waste containment system integrity and prevent environmental hazardous constituent releases. The primary objective is to protect human health and the environment through systematic monitoring and maintenance, with potential for regulatory adjustment of the post-closure care period based on site-specific conditions and monitoring results. The solicitation is structured as a Request for Qualifications (RFQ 5300), indicating that the county is seeking technically competent and environmentally responsible firms to manage this critical long-term environmental stewardship responsibility.
