Background & Purpose

The Columbia County Board of Commissioners is seeking qualifications from responsive and responsible firms for the post-closure care and corrective action plan operation & maintenance services for the County’s closed municipal solid waste (MSW) landfill – Baker Place Rd Landfill (The Facility). Operations, inspections, and reporting at MSW landfills are performed to ensure compliance with relevant environmental permits and regulations, primarily those outlined in the U.S. Environmental Protection Agency's (EPA) criteria for MSWLFs (40 CFR Part 258, Subpart F). The post-closure care period is typically a minimum of 30 years following the closure of each MSWLF unit. This period may be extended or shortened by regulatory authorities (e.g., state environmental departments) if deemed necessary to protect human health and the environment, based on site-specific conditions and monitoring results. The overarching goal of post-closure care is to maintain the integrity and effectiveness of waste containment systems and prevent releases of hazardous constituents to the environment.

Scope of Work

1. General Site Maintenance

● Final Cover System Maintenance:

○ Annually (and after severe storm events) inspect the final cover for settlement, subsidence, flagging waste, areas of stressed/dead vegetation, erosion, cracking, or any other damage requiring repair.

○ Promptly repair any disturbance or damage to the cover to maintain its integrity and minimize infiltration. This includes backfilling eroded areas, re-seeding, and applying mulch or erosion control matting.

○ Mow or trim vegetation on the cover at least once per growing season, or more as necessary, to facilitate grass growth, enable inspections, and preclude the establishment of woody vegetation.

○ Ensure vegetation consists of locally adapted, self-propagating perennial plants that are resistant to drought and temperature extremes. Plant roots should not compromise the integrity of the low-permeability layer. Avoid deep-rooted shrubs and trees.

○ Apply fertilizer and/or reseed as needed to maintain a healthy stand of vegetative cover and promote evapotranspiration.

● Run-on/Run-off Control Systems:

○ Annually inspect run-on/run-off control systems (e.g., stormwater channels, basins, culverts, berms, terraces) for erosion, accumulated sediment, unusual settlement, excessive/insufficient vegetative growth, or other damage.

○ Clear debris and accumulated sediment from stormwater conveyances and culverts.

○ Repair or replace damaged and/or eroded structures to ensure they perform as designed, facilitating positive drainage and minimizing erosion of the final cover.

● Access Roads:

○ Inspect access roads for erosion, channeling, damage to ditching, and inadequate gravel.

○ Repair damaged and/or eroded access roads to ensure they perform as designed and allow for all-weather access to monitoring and maintenance locations.

● Boundary Controls:

○ Inspect perimeter fencing and signage for damage and wear.

○ Repair damaged fencing and/or signage and replace missing components to maintain site security and control access.

● Maintain Access Points:

○ Ensure unimpeded access to all observation wells, groundwater monitoring wells, surface water sampling points, landfill gas monitoring probes, and any other critical infrastructure.

2. Landfill Gas (LFG) Collection and Control System (GCCS) O&M

● Extraction Wells and System Components:

○ Operate and maintain LFG extraction wells, pumps, valves, controls, and associated pressure and vacuum lines.

○ Perform routine monitoring and balancing of the wellfield to optimize LFG collection and prevent off-site migration.

○ Monitor each well at least monthly for LFG composition (methane, carbon dioxide, oxygen, nitrogen), vacuum, flow rate, and temperature. More frequent monitoring may be required based on system performance or regulatory mandates.

○ Prevent "over-pull" (excessive vacuum) which can lead to ambient air intrusion, reduce methane production, or increase the risk of subsurface oxidation events (fires). Monitor nitrogen and oxygen levels as indicators of air intrusion.

○ Address condensate accumulation in piping runs to prevent blockages and maintain system efficiency.

● Gas Flare Station:

○ Operate, adjust, and calibrate the gas flare to ensure efficient destruction of LFG, typically achieving 90% or higher destruction efficiency.

○ Perform routine maintenance and emergency response for the flare system.

● Perimeter LFG Migration Control:

○ Maintain and operate perimeter collection wells and monitoring probes to prevent LFG migration beyond the facility boundary.

○ Conduct monitoring in structures and at the facility boundary at least once every three months, or more frequently if methane concentrations exceed regulatory limits (e.g., 25% of the lower explosive limit in structures, or the lower explosive limit at the property boundary).

3. Leachate Management System O&M

● Leachate Collection and Conveyance:

○ Operate and maintain leachate extraction wells, discharge lines, pump houses, sumps, above-ground storage tanks, and containment areas.

○ Ensure leachate depth within the collection system is maintained below regulatory limits (e.g., 12 inches) to prevent excessive head on the liner system. Measure leachate depth annually or as required by permit.

○ Inspect the leachate collection system monthly for proper functioning of pumps, leaks, and signs of system distress.

● Leachate Sampling and Analysis:

○ Sample and analyze leachate at frequencies specified by regulatory agencies to characterize its chemical composition and identify constituents that may impact groundwater or treatment/disposal options.

● Leachate Minimization:

○ Implement stormwater control measures (e.g., proper grading, daily/intermediate cover, strategic cell construction, rain flaps) to reduce infiltration into the waste mass and minimize leachate generation.

○ Promptly address leachate seeps on the landfill surface by containing, managing, and eliminating the seep, and repairing the integrity of the cover system.

4. Environmental Compliance Monitoring and Reporting

● Groundwater Monitoring:

○ Perform groundwater monitoring semiannually, sampling for the 62 constituents listed in Appendix I of 40 CFR Part 258, Subpart E, or as otherwise required by the approved Groundwater Monitoring Plan.

○ Maintain the integrity of the groundwater monitoring system, including wells and associated infrastructure.

○ If detections of elevated concentrations occur in downgradient wells, delineate the plume and develop a plan to prevent further migration and address contamination.

● Surface Water Monitoring:

○ Perform surface water sampling and reporting at frequencies defined by regulatory requirements

(e.g., two times per year).

○ Monitor surface water bodies near the landfill to ensure that dynamic aquatic systems are not negatively affecting the landfill and that there are no releases from the site.

● Corrective Action Plan Evaluation and Reporting:

○ Evaluate and report on the Corrective Action Plan at least once per year. This evaluation should consider earthwork required to regrade the final cover due to settlement and subsidence.

○ Utilize models (e.g., Hydrologic Evaluation of Landfill Performance (HELP) model) to evaluate the hydraulic performance of the cover system and predict leachate generation.

○ Address any identified exceedances or environmental impacts from monitoring programs through appropriate corrective measures.

● Greenhouse Gas Reporting:

○ Submit a greenhouse gas report annually, detailing methane and other landfill gas emissions, as required by environmental regulations.

● Financial Assurance:

○ Ensure compliance with financial assurance mechanisms demonstrating the ability to cover the estimated costs of post-closure care and any necessary corrective actions.

● Other Services:

○ Perform any other services as directed by the County or relevant regulatory agencies to ensure ongoing compliance and environmental protection.
