MWB 2026 Street Project - Instructions to Bidders

This document comprises the Instructions to Bidders for the Mount Wolf Borough 2026 Street Project in York County, Pennsylvania. The project encompasses selective base repair to damaged areas of identified streets and alleys, including 321 square yards of 6-inch 2A aggregate base course, 321 square yards of 2-inch 9.5 millimeter mix Superpave asphalt design as the HMA wearing course, and associated crack sealing. Additional work includes raising two existing inlet grates with the installation of one 4-inch thick concrete riser under each. All proposals must be submitted electronically via PennBid by July 14, 2026 at 10:00 A.M., with bids to be opened online with results publicly posted. The submission of a bid constitutes representation that the bidder has thoroughly examined contract documents, visited the site to assess general and local conditions, consulted all relevant federal, state, and local laws and regulations, and identified any conflicts, errors, ambiguities, or discrepancies in the contract documents. Bidders remain responsible for obtaining additional examinations, investigations, and supplementary studies concerning site conditions as necessary for bid preparation. Owner will provide site access upon request for such investigations, provided bidders restore the site to its former condition upon completion.

Bid security in the form of a certified check or bid bond must accompany each proposal in an amount equal to ten percent of the bidder's maximum bid price, payable to Mount Wolf Borough. The successful bidder must execute the agreement and furnish performance and payment bonds each equal to one hundred percent of the contract price within fifteen days of receiving the Notice of Award. All bids remain subject to acceptance for sixty-one days following bid opening. Owner reserves the right to reject any or all bids, waive informalities not involving price, time, or changes to the work, and negotiate contract terms with the successful bidder. The contract will be awarded to the lowest responsible and responsive bidder whose qualifications, compliance with prescribed requirements, and proposed subcontractors and suppliers indicate that award will serve the best interests of the project. Discrepancies in bid calculations are resolved in favor of unit prices, correct sums, and words over figures.
