About this file
This is Addendum #1 to RFP Event #2000016591 issued by the Minnesota Department of Corrections (MNDOC) for Temporary Healthcare Staffing, dated January 24, 2025. The RFP seeks vendors to provide temporary nursing and healthcare services across Minnesota Correctional Facilities, with work to be performed exclusively on-site. The contract term will begin July 1, 2025, as current contracts expire June 30, 2025. MNDOC plans to make multiple awards based on natural break points in final scores.
The pricing structure requires vendors to submit a single percentage markup for all positions rather than individual hourly rates. MNDOC currently has five contracted vendors meeting their staffing needs. Historical usage data shows varying demand across positions, with FY23-FY24 hours ranging from 781-5,025 hours for CNAs, 0-681 hours for dentists, 845-1,956 hours for LPNs, 0-18 hours for LSWs, and 1,763-2,007 hours for RNs. The state noted that limited resource availability is a current pain point. MNDOC will not disclose the budget for this contract, and vendors will be compensated for required orientation and training time, including annual PREA training.
