About this file

This is an RFP Information document issued by the Boulder County Parks and Open Space Department (BCPOS) in Colorado for district planning consultant services. BCPOS seeks qualified consultants to develop an overarching county-wide planning framework and a district-level management plan for the Peak to Peak District, serving as the pilot area for Boulder County's transition from site-level to landscape-scale district planning. The Peak to Peak District encompasses 14,620 acres under fee title or conservation easement ownership, with approximately 72 percent lacking current adopted management plans. The consultant will work collaboratively with BCPOS staff to deliver a comprehensive, equitable, and resource-aligned district planning process completed within an 18-month timeframe. The project will test landscape-scale planning across multiple properties, integrated use of existing resource policies, a predictable and transparent planning cycle, and enhanced engagement using Boulder County's Equitable Community Engagement Framework. No pre-proposal meeting will be held for this project. All questions must be submitted through the EUNA portal.

The selected contractor will receive monthly payments corresponding to the percentage of work completed, with progress aligned to an approved 18-month project schedule. Contractors must submit invoices including project name, work dates, task descriptions, deliverables, invoice details, purchase order number, and amount due. Prior to work commencement, the contractor must execute a Boulder County Procurement Contract, obtain a Notice to Proceed, provide a W-9 dated within the past 12 months, and maintain current insurance certificates meeting Boulder County's minimum requirements as specified in Exhibit A. Contractors must hold a current Certificate of Good Standing authorizing business operations in Colorado and be responsible for all applicable sales and employment taxes. Owner/sole proprietors and officers are not exempt from insurance requirements. The contract is contingent upon a Boulder County Purchase Order with specified terms and conditions.

RFP INFORMATION/INSTRUCTIONS

BACKGROUND:

The Boulder County Parks and Open Space Department (BCPOS) is soliciting proposals from qualified consultants:

• to support the development of an overarching, county-wide planning framework

• to provide context and sideboards to support the development of a district-level planning framework

• to apply these frameworks to the development of a district-level management plan for the Peak to Peak District, the pilot area for Boulder County’s proposed transition from site-level to landscape-scale district planning.

The consultant will work alongside BCPOS staff to help deliver a comprehensive, equitable, and resource-aligned district planning process and Peak to Peak District Management Plan, expected to be completed within an 18-month timeframe. The district-level planning framework will subsequently be replicated, improved upon based on lessons learned, and applied to other districts by BCPOS staff.

BCPOS manages more than 50 existing management plans while over 69,000 acres remain unplanned, resulting in fragmented guidance and inconsistent stewardship across the system (Figure 1). The Board of County Commissioners (BOCC) has directed the department to pilot a new planning framework organized around six ecologically meaningful and distinct districts (Figure 2) to help modernize and streamline how we plan and coordinate work. The Peak to Peak District, encompassing 14,620 acres (owned in fee title or conservation easement), has been identified as the optimal pilot area for this new planning model. It is characterized by high visitor pressure, complex recreation dynamics, significant wildlife corridors, and a notable gap in planning coverage, with approximately 72 percent of its acreage lacking current, adopted management plans. A little less than half of the district is under conservation easement. While management actions will not be developed for conservation easements, understanding how these lands contribute ecologically, operationally, and recreationally to the broader district is essential to shaping an effective planning approach.

The pilot will test:

• Landscape-scale planning across multiple properties

• Integrated use of existing resource policies and management direction

• A more predictable, transparent planning cycle for the public

• Enhanced engagement that blends localized, place-based input with countywide perspectives using Boulder County’s Equitable Community Engagement Framework
