About this file

This is a bid form and associated exhibits for Invitation to Bid (ITB) No. 25-021 issued by the South Florida Regional Transportation Authority (SFRTA) for printing services. The solicitation encompasses 33 line items including various types of onboard train posters in different sizes and materials (ranging from 22" x 28" to 13.875" x 11" made from polystyrene Duratex in .020, .030, and .040 thicknesses), adhesive posters, stickers, system maps, printed collateral materials (foldable 1-panel through 4-panel brochures), lamination services, and miscellaneous printing services on an as-needed basis. All items require PDF proofs and final delivery within seven working days from receipt of electronic files, with quantities ranging from 10 units for foam board posters to 750,000 units for train schedule brochures. The contract term is one year with four additional one-year renewal options at SFRTA's discretion, and bids cannot be withdrawn for 180 days after opening.

The procurement uses unit pricing with estimated quantities provided for bidding purposes only, and vendors must provide both unit costs and extended costs for each line item to arrive at a total estimated annual amount. The solicitation encourages Disadvantaged Business Enterprise (DBE) participation with SFRTA maintaining an overall agency goal of 7% DBE participation, though no specific goal was established for this procurement. All contractors must comply with E-Verify requirements, drug-free workplace certification, human trafficking affidavit requirements, and various federal and state compliance measures. The contract includes provisions for contractor performance evaluations and requires adherence to all specifications outlined in the bid documents, with SFRTA reserving the right to solicit additional quotes or decline proposals for miscellaneous printing services at its sole discretion.

DISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM

It is the policy of the South Florida Regional Transportation Authority (SFRTA) that Disadvantaged Business Enterprises, as defined in 49 CFR Part 26, shall have the maximum opportunity to participate in the performance of contracts. SFRTA will never exclude any person from participation in, deny any person the benefits of, or otherwise discriminate against anyone in connection with the award and performance of any contract covered by 49 CFR Part 26 on the basis of race, color, sex, or national origin.

SFRTA has an overall Agency DBE participation goal of 7% which Contractors are encouraged to meet. SFRTA has not established a goal for this specific procurement, however, Contractors are encouraged to take all necessary and reasonable steps to ensure that DBE’s have the maximum opportunity to compete for and perform services on contracts, including participation in any subsequent supplemental contracts. If the Contractors intend to subcontract a portion of the services on the project, Contractors are encouraged to seek out and consider DBE’s as potential subcontractors, by soliciting their interest, capability, and qualifications.

This evaluation will be done at an interval no less than once per year during the contract term. For contracts with a term less than one year, the evaluation may be performed intermittently as determined by SFRTA. The SFRTA assigned evaluator will complete the Contractor Performance Evaluation Form and provide a copy to the Contractor for review and response. Written contractor responses will be incorporated into the evaluations. In any instances where the performance is below satisfactory, the Contractor will have thirty (30) days to provide a written response to SFRTA.
