About this file
This is a Proposer Questionnaire Form for RFP #13-13-26, a vending machine services solicitation issued by the City of Temple, Texas. The RFP seeks to establish an annual services agreement for the supply, installation, stocking, maintenance, and servicing of vending machines across designated municipal facilities. Proposers must demonstrate their technical capabilities, including their plan for machine deployment across City sites with detailed staffing, sequencing, timeline, and site-readiness requirements. The questionnaire requires vendors to specify machine models and key features such as ADA accessibility, cashless/EMV/contactless payment options, telemetry capabilities, energy efficiency, temperature control, and product visibility standards. Additionally, vendors must address operational protocols including cleaning standards, spill response procedures, routine maintenance practices with food safety and sanitation compliance, site security protocols, staff identification and conduct standards, and incident escalation procedures.
Proposers must also address compliance and risk management across multiple regulatory domains including ADA, health and sanitation codes, electrical and fire codes, payment security (PCI/EMV), and data privacy requirements for telemetry data collection. Insurance coverage details and risk controls must be outlined, along with identification of any subcontractors and their oversight mechanisms. The questionnaire further requires vendors to detail their product offering tailored to City sites with healthy options and transparent pricing, customer support channels with defined service level agreements, accessibility features, account management structure with escalation paths, and comprehensive transition planning for contract start-up and wind-down including asset handover and data transfer. Invoices shall be submitted monthly in arrears with itemization of service area locations and dates, and the successful proposer must execute a service agreement as provided without substantive modifications and maintain required insurance within five days of notice of award. The City reserves the right to terminate the agreement for unsatisfactory performance, including excessive service callbacks or failure to provide timely service.
